- FBO ANNOUNCEMENT: PRESOLICITATION NOTICE, NOTICE OF INTENT ACTION CODE: SPECIAL NOTICE CLASSIFICATION CODE: 66- Instruments and Laboratory Equipment SUBJECT: Purchase of a Molecular Machines & Industries, Automated Workflow Microscopy System upgrade SOLICITATION NUMBER: NB643020-16-04034 RESPONSE DATE: 10 days after posting DESCRIPTION: The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b) (1), with Molecular Machines & Industries located in Haslett, MI to purchase an Automated Workflow Microscopy System upgrade to an existing NIST owned MMI Laser Microdissection System. The National Institute of Standards and Technology's Material Measurement Laboratory's Materials Measurement Science Division (MMSD) conducts research on the development of innovative metrologies and measurement protocols for micro/nano-scale heterosystems analysis. Measurement techniques are used to determine sample composition as well as structural, electronic, and chemical properties of a wide variety of organic, inorganic and biomolecular systems where materials of interest are typically present as either micro/nano-scale features or monolayer/multilayer films. To meet mission requirements; the MMSD has a requirement for an Automated Workflow Microscopy System upgrade to an existing MMI Laser Microdissection System originally purchased under purchase order SB1341-14-SU-0902. These Automated Workflow Microscopy components are an upgrade to a NIST owned materials screening and microdissection platform used in the development of an automated materials isolation platform. To maintain and improve the interoperability of the current system with the new system, NIST requires a 100% compatible upgrade for the existing system in terms of electromechanical coupling, computer control, and automatic module detection. These upgrades will include a HighPower Cellcut laser upgrade from first generation to second generation including a solid state UV laser operating at a wavelength of 343 nm with a maintenance free, guaranteed life span 1 year or 2 Gigashots. The stage system of this microscopy system is also being upgrades from a single to multi Caplift. To achieve the necessary compatibility, a direct upgrade from MMI is required. Sole source determination is based on the following: MMI has developed the technology and has proprietary rights to the technology used in the upgrade. The upgrade must be hardware and software compatible with the existing equipment. The existing equipment and technology are proprietary to MMI. MMI is the sole US distributor of these upgrades. Given these facts, Molecular Machines & Industries is the only source reasonably available to provide the required upgrades. The resulting purchase order will be a Firm Fixed Price purchase order. The NAICS Code is 334516 with a size standard of 1000 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested parties who regard themselves as capable of fulfilling these requirements are invited to submit responses to the Government for consideration. Responses received by 11:00 am EST July 22nd 2016, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
