Description
The National Institute of Standards and Technology (NIST) Acquisition Management Division, on behalf of the Physical Measurements Laboratory, intends to negotiate on a sole source basis with Specs Surface Nano Analysis, Inc., located in Clearwater, FL under the authority of FAR Subpart 13.106-1 (b), Soliciting from a Single Source. The National Institute of Standards and Technology (NIST) has a requirement for an Electro-Optical Spectroscopic Scanning System (EOS3) to operate within and in concert with a pre-existing, NIST-designed Magneto-Raman instrument in the Physical Measurement Laboratory. The EOS3 will add to the unique Raman facilities in the Nanoeletronics Group and is key to fulfilling our mission to advance the optical and electrical measurement science infrastructure necessary for innovation in future nanoelectronic and thin-film devices, and their component materials. A versatile, sensitive, and easy-to-use system is required to enable "in-operando measurements" of two-dimensional (2D) materials and their heterostructure devices. This means that optical characterization can occur while simultaneously (1) varying the scanning stage position of the laser light probe/sample interaction and (2) controlling and/or measuring the electronic properties of the device such as high resolution, low level DC current-voltage measurements, accurate low noise DC bias, and low level voltage pulse measurements. The system must be able to work at temperatures down to 3.5 K and in magnetic fields up to 9 Tesla. To fulfill these requirements, NIST requires a system that has the capability to provide a high level of measurement capability, which is easy to use and can be customized for different measurement applications. It also must work with the existing state-of-the art Magneto-Raman instrumentation and LabVIEW already in place and in operation. Extensive market research has been performed and it has been determined that Specs Surface Nano Analysis, Inc. is uniquely qualified to meet all of the Governments minimum requirements as they are the only source that can work within and in concert with the pre-existing instrumentation which includes a Horiba T64000 and Attocube ANC300 controller, Cryomagnetics Model 4G Superconducting Magnet Power Supply and software and specifically the only source which is capable of providing 16 input and 16 outputs on the controller. Other requirements such as the software control being written in LabVIEW, the ability of the "dual use" (from scanning probe to transport measurement system) and the capability and flexibility of expanding function can only be met by Specs Surface Nano Analysis, Inc. as well. The NAICS Code is 334515 with a size standard of 750 employees. NIST anticipates negotiating and awarding a firm-fixed-price purchase order for this requirement. Delivery shall be FOB Destination and shall be made within 3 months from date of an award. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, the Government will consider responses received by the established date and time. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
