- The Contracting Department, NAVSUP Fleet Logistics Center (FLC), Norfolk intends to solicit and negotiate a sole source, Firm Fixed Price (FFP) contract and will utilize procedures in accordance with Federal Acquisition Regulation (FAR) Part 12 - Acquisition of Commercial Items and FAR Subpart 13.5 “ Simplified Procedures for Certain Commercial Items, Johnson Controls, Inc., 395 N Green Meadows Drive, Wilmington, NC 28443, in support of Navy Hospital Camp Lejeune (NHCL). NHCL requires the installation of a Physical Access Control System (PACS) to be added to the existing proprietary security software system for the management of the access control and panic button alarms installed in Naval Hospital Camp Lejeune. This notice of intent is NOT a request for competitive quotations; however, all responsible sources may submit an offer, which shall be considered by the agency. A complete RFP package will be available on or about 22 JULY, 2016, by downloading the documents at the NECO Website as follows: http://www.neco.navy.mil. A determination by the Government not to compete this proposed contract is supported by Justification and Approval number 16008. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The North American Industry Classification System (NAICS) code for this acquisition is 334290 which has a business size standard of 750 employees. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above site; this office will no longer issue hard copy solicitations. By submitting an offer, the vendor is self-certifying that neither the requestor nor the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contracts from any federal agency. Failure to do so may represent grounds for refusing to accept the offer.
