Description
Specs Sow The Naval Air Warfare Center Aircraft Division (NAWCAD) intends to solicit, negotiate and award a sole source FFP type contract to Telemetry & Communications Systems, Inc. (TCS) for replacement telemetry antenna ground systems. This sole source procurement is part of the Real-Time Telemetry Processing System IV (RTPS IV) upgrade being managed by the NAWCAD Teleetry Branch (5.2.4.3) at the Atlantic Test Range (ATR). RTPA IV is a Navy Improvement and Modernization effort aimed at replacing the existing telemetry processing systems at ATR. RTPS IV provides processing and display of data which is collected and transmitted as telemetry signals from the aircraft or other test article. TCS has successfully provided generations of reliable telemetry antenna systems and controllers and supported them for more than 10 years. TCS has proven units with impressive performance in L/S/C brand and cost-effective operation. TCS has supported stationary, mobile and shipboard TM operations with total success. The newer models for the current acquisition have the added advantages of being able to support future capabilities and are compatible with ATRs current TCS antenna suite. TCS's new antenna control unit will allow ATR to perform less maintenance and lower the overall life cycle cost. This equipment is mission critical to support ATR telemetry infrastructure and provide the needed capability to support all major flight testing at ATR. Therefore, the Government intends to award this requirement on a sole source basis to TCS (10020 Remmet Avenue, Chantsworth, CA 91311) under the authority of Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source and no other services or supplies will satisfy the agency requirements. The PSC code is 5985 and the NAICS code is 334220 with a size standard of 750 employees. THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources may submit a capability statement which shall be considered by the agency. Response(s) to this notice may be made via e-mail or on company letterhead: include company's name, point of contact, address, phone number, DUNS number, business size and this notice number. Responses may be emailed to Leanne Mattingly at leanne.mattingly@navy.mil. If no written response is received on or before 05 August 2016, 1400 EST, a contract may be issued without further notice.
