- NOTICE OF INTENT TO AWARD SOLE SOURCE: The Department of Veteran Affairs Southeast Louisiana Health Care System has a requirement for SEBIA CAPILLARYS 2 FLEX PIERCING CAT# 1227 Fully Automated Capillary Electrophoresis System and Sebia HYDRASYS 2 SCAN Semi-Automated Agarose Gel Electrophoresis System. This product is available solely from SEBIA, INC., and our Pathology & Laboratory Medicine Service currently has the SEBIA Hydrasys Electrophoresis System for testing urine and serum specimens. The NAICS code is 334516 and the business size is 1000 employees. The proposed purchase order is being solicited on a sole-source basis to SEBIA, Inc. SEBIA retains the exclusive right to not distribute, sell or service their systems and reagents through any other source within the US Government marketplace. The proposed action is for the procurement of a SEBIA CAPILLARYS 2 FLEX PIERCING CAT# 1227 Fully Automated Capillary Electrophoresis System and Sebia HYDRASYS 2 SCAN Semi-Automated Agarose Gel Electrophoresis System for which the Government intends to solicit and negotiate with only one source pursuant to FAR 6.302-1(a)(2)(ii). The basis for restricting competition is for the following reasons: the government's existing systems are compatible with SEBIA, Inc. The Department of Veteran Affairs intends to award a firm fixed-price purchase order to SEBIA, Inc. using Simplified Acquisition Procedures. Interested parties may identify their interest to this requirement by submitting a capabilities statement no later than August 5, 2016 at 3:00pm (CST). This notice of intent is NOT a request for competitive proposals. However, all responses received by 08/05/2016 will be considered by the Government. A determination by the Government not to compete this proposed purchase order based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
