Description
The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b) (1), with Metrohm USA, Inc. located at 6555 Pelican Creek Circle, Riverview, FL 33578, for an Ion Chromatography System. The sole source justification is based on the following: The NIST Gas Sensing Metrology Group develops primary standard and calibration services for gaseous Hydrogen Chloride (HCl) which support environmental emissions regulations such as the EPA's Clean Air Act. This work involves the use of instrumentation capable of handling both gaseous and liquid samples while maintaining both precision and repeatability. Ion Chromatography systems for this purpose must be capable of handling a variety of liquid matrixes and harsh conditions. NIST requires an ion chromatography system which minimizes user induced error and uncertainty by the use of a gas absorption module, which market research has indicated that only Metrohm can provide. The gas absorption module must be capable of capturing gas samples in a liquid phase, followed by injection into the Ion Chromatography instrument without any user interactions. The use of this technology will reduce the hazards associated with the experiment by removing the human element from the sample collection process, as well as increasing the precision in the metrological measurements. Market research has shown that Metrohm is the sole company who provides ion chromatographs with this gas absorption module. Given these facts, Metrohm USA Inc. is the only source reasonably available to provide the required equipment and software. The resulting purchase order will be a Firm Fixed Price purchase order. The NAICS Code is 334516 with a size standard of 1,000 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested parties who regard themselves as capable of fulfilling these requirements are invited to submit responses to the Government for consideration. Responses received by 9:00 am ET 8/8/2016 will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
