Description
The U.S. Government intends to solicit and negotiate with only one source under the authority of FAR Part 6.302-1, "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." The Government intends to solicit and negotiate with SIMULAB, Corp., 13001 48th Ave. S, Seattle, WA 98168 for a Ultrasound-Guided Peripherally Inserted Central Catheter (PICC) Training Device. This notice of intent is not a request for competitive proposals or quotes. However, this notice does function as a Request for Information (RFI) or Sources Sought for offeror's who believe they can meet the Government's requirement. Any responsible source who believes it is capable of meeting the requirement may submit a capability statement, proposal, or quotation, which shall be considered by the agency, only if received by the closing date and time of this notice. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government. Requirement: Ultrasound-Guided Peripherally Inserted Central Catheter (PICC) Training Device: 1. Shall allow ultrasound guided PICC line insertion. 2. Shall allow practice of the full PICC line procedure including needle insertion, catheter tip placement, guidewire insertion, dialator insertion, and full cannulation. 3. Shall include an anatomically correct adult torso (or partial torso) and right arm (or partial right arm). 4. Shall provide anatomically correct visual and tactical landmarks for sternum, clavicle, and 1st through 3rd rib intercostal spaces. 5. The right arm may be fixed or movable, but must be capable of being placed at a 90 degree lateral angle to the torso. 6. Shall support needle placement in the basilic, brachial, and cephalic veins. 7. Shall include durable tissue that has the tactile qualities of human tissue, cannulates similar to human tissue, and covers all internal anatomical components. 8. Shall include self-healing skin and veins with user-replaceable puncture sites. Shall include veins which are designed to be replaceable and punctured with a needle and/or support catheter. 9. Shall include realistic ultrasound imaging characteristics that are compatible with any healthcare imaging system. The basilic veins, brachial veins and artery, and cephalic vein shall be correctly represented and viewable through use of a healthcare ultrasound imaging system. 10. The simulated veins shall include colored (not clear) fluids for easy identification. 11. Shall allow fluids to be injected and replaced in the simulated vein and provide flashback/backflow cues. The task trainer shall support removal of fluids and cleaning of simulate vessels. 12. Shall include a carrying and storage case capable of holding the full training device and all associated equipment and accessories. 13. Shall include the following consumables: • Eight (8) sets of puncture site replaceable tissue • Replacement fluid (enough to allow twelve (12) replacements of all training device fluids) • One (1) complete set of fluid fill/replacement components • Forty-eight (48) PICC guidewires
