Description

NAVSUP Fleet Logistics Center Norfolk ˜s Mechanicsburg Contracting Office intends to solicit and negotiate on a sole-source basis with General Dynamics Information Technology (GDIT), Fairfax, VA, for information technology service requirements to include, but not be limited to: Architecture, Systems Engineering, and Integration Support; Software Application Maintenance, Enhancements and Engineering Support; Data Architecture, Services, Modeling, and Administration Support; Design, Development, and Implementation of Software Systems; and Navy Enterprise Portal - Oceanography (NEP-Oc). This procurement action is being processed through other than full and open competition pursuant to the statutory authority of 10 U.S.C.2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1 “ Only one responsible source and no other supplies or services will satisfy agency requirements. This is considered a bridge action in order to avoid a break in services while the competitive follow-on acquisition is in process. To acquire the required information technology services for the bridge period, the Navy intends to solicit a firm-fixed price (FFP) modification to extend the existing contract, N00104-12-D-Q178, to provide continuous contractual coverage while the follow-on acquisition is being processed. The terms in the current contract apply to this sole-source modification. The applicable North American Industrial Classification System (NAICS) code for this requirement is 541512 and the size standard is $27.5M. Interested parties may identity their interest and capability to respond to the requirement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government will not pay for information submitted in response to this notice. Oral communications are not acceptable in response to this notice.
