- Continue to educate clergy and other lay leaders from all denominations on how utilize SBIRT and provide the latest resources provided by SAMHSA on ways to recognize and prevent opioid overdose and review the treatment options for Opioid Use Disorder Intent to Sole Source: Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services (AMS) on behalf of PSC, Substance Abuse and Mental Health Services Administration (SAMHSA) intends to sole source to: National Association for Children of Alcoholics 10920 Connecticut Ave, Suite 100 Kensington, MD 20895 The Substance Abuse and Mental Health Services Administration seeks to educate, through a series of webinars, pastors, Christian and Buddhist priests, rabbis, imams and religious leaders from all types of congregations on how to better understand behavioral health conditions and family issues. The goal is to increase the capacity of these religious leaders to work with their congregations and address behavioral health issues from a preventive and problem solving approach. In doing so, it is hoped that the religious leaders can be a catalyst to reduce these conditions among their congregations. The National Association of Children of Alcoholics (NACoA) has been collaborating with SAMHSA on this endeavor in the past and has developed the curricula for the webinar sessions. They have a unique relationship with the Association of Pastoral Counselors and with other faith-based entities from all denominations which will facilitate the outreach to the desired audience. The NACoA emblem on any activity stands for the delivery of best practices in the conduct of behavioral health efforts engaging family issues with addiction. They have conducted trainings on the specific topics (Opioids and SBIRT) required of this purchase order in the past and are known among the faith community as subject matter experts on issues related to substance use disorders and family dynamics. They have provided broad leadership in this field and thus the reason that they are the preferred single source vendor This is not a solicitation for competitive proposal. No solicitation document is available. All responsible sources that have determined that they can provide the same services may submit product information and a capabilities statement addressing their specific abilities regarding this requirement. A determination by the Government not to compete this proposed contract base upon responses to this notice is solely within the discretion of the government.
