Description
SF-18 IntelliCad Solicitation N00421-1 6-T-0471 is issued as a combined synopsis/solicitation. The Government intends to purchase on a firm fixed-price basis and to solicit and negotiate the proposed purchase order on sole source basis with Intellicad Technology Consortium, under the authority of FAR Part 12, and FAR Part 13. Offerors must be registered in the System for Award Management ( https://www.sam.gov/sam/ ) database prior to submission of an offer to be considered for award of any DoD contract. Award is expected February 28, 2014. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by 18 Feb 2014 will be considered by the Government. A determination by the Government not to compete this proposed contract based upon the responses to this notice is solely within the discretion of the government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. The Government will not pay for any information received. For information contact: Colleen Ringler, EMAIL: Colleen.Ringler@navy.mil The Department of Navy owns a software program that is tightly integrated with IntelliCAD. IntelliCAD provides the vector drawing engine that structures all of the geometry. At the same time, the software modules integrated with IntelliCAD generate the XML code that drives wiring modules. When the files are properly structured, this creates a conversion to generate the final graphics. This is an important step, because the software program maintains all of the IDs created in CAD and ensures that they are translated on a one-for-one basis with the geometry created. If the IDs are not translated correctly, none of the logic will work. You'd essentially end up with "dumb" SVG because the IDs in the SVG would have no reference in the XML. There is no way to simply replace the IntelliCAD software with something else; the nature of the IntelliCAD software required us to use IntelliCAD-specific calls contained within IntelliCAD code (not its API) to get IDs of the geometry created, set up menus and wizards, and construct the graphics in a way that could be understood in SVG. It's possible that software could be rewritten to replace IntelliCAD, but it would be a complete rewrite, and the output would have to be 100% compatible with the.dwg format because the SVG generation tool is invoked by the software, but is a separate application that only understands the.dwg format. The cost to replace the IntelliCAD portion of the software will far exceed the required yearly licensing fee. The time required to replace the IntelliCAD will place a significant scheduling burden on the programs that currently use the software.
