Description
Sources Sought for HSCG84-16-Q-BB5109 -National Capital Region Air Defense Facility (NCRADF) Berthing. The US Coast Guard seeks interest in long term lodging capable of housing up to 34 individuals each day for deployed Rotary Wing Air Intercept (RWAI) aircrew members. This is a sources sought/market survey announcement targeting companies that can provide a lodging facility that is well-maintained, located within a one (1) mile drive of Hangar 5 at Ronald Reagan Washington National Airport, and within a ten (10) minute walk to a Metro station. THIS IS NOT A REQUEST FOR PROPOSALS. This announcement is to gain industry information in the development of the acquisition plan and in no way obligates the Government. No other sources sought notice will be provided. Competition and set-aside decisions may be based on the results of this market research. No solicitation exists at this time; therefore, please do not request a copy of the solicitation. This notice is for market research purposes only and is not to be construed as a commitment by the Government, nor will the Government pay for information solicited. Apartments//Room Requirements: (Living area, Dining area, Kitchen, Bathroom and Bedroom(s), Laundry Facility, Housekeeping/Maid Service). The U.S. Coast Guard requires long term lodging capable of housing up to 34 individuals each day. Conditions warrant one separate bedroom per member. Berthing can be a single bedroom unit or two separate bedrooms within one apartment-style unit with individual bathrooms per bedroom. No more than two bedrooms maximum per berthing unit. The services will be needed on a year-long basis. The occupancy of the lodging units will change approximately every two weeks; the out-going USCG occupant will provide a 24-hour notice to the lodging facility to provide adequate time for housekeeping services to be performed in preparation of the USCG in-coming occupant. Housekeeping services will be required on an as-needed basis depending on the current needs of the U.S. Coast Guard. Past National Special Security Events (NSSE) with deployable RWAI assets and crews have indicated that a 2 bedroom condo with individual bathroom and kitchenette is ideally suited for RWAI missions. • Living Area: A living area that contains, at a minimum, a couch, lounge chair, coffee table, color television (19" or larger), cable connection, telephone, wifi internet capability, and appropriate lighting. • Bedroom: Bedroom(s) that contains a queen or king size bed with pillows, mattress pad, bed linens, dresser, night stand, color television and cable connections, closet with hangers, appropriate lighting, and AC-powered digital alarm clock with battery back-up. • Bathroom: An individual bathroom, per bedroom, with a door, that contains a toilet, toilet paper, cabinet mounted sink, vanity mirror, appropriate lighting, exhaust vent, shower/tub with shower door or curtain, towel bars/hooks, towels, wash clothes, wastebasket, and standard toiletries. • Kitchen: A kitchenette or shared kitchen for no more than two (2) personnel that contains, at a minimum, a stove/oven, full size refrigerator, sink, dishwasher, microwave, pots, pans, coffee maker, cookware, dinnerware (to include: pots, pans, cups, glasses, utensils) and associated cutlery, dishware set for two (or enough sets to accommodate each occupant), and a wastebasket. • Dining Area: A dining area that includes a dining table and at least two chairs (or enough chairs to accommodate each occupant). • Laundry Facilities: Indoor laundry facilities shall be available for occupants in or immediately adjacent to the lodging facility. Charges for use of laundry facility and/or laundry equipment shall be paid by individual occupants. The Coast Guard assumes no responsibility for payment of any such charges. • Housekeeping/Maid Service: Cleaning services provided in accordance with standard commercial practices. All linens, blankets, towels, and wash cloths shall be clean, freshly laundered, without any objectionable odors, and in good repair, free from tears, rips, holes, stains, and extensive wear. Contract for weekly housekeeping services to include cleaning of bathrooms (sink, toilet, and shower), kitchen (counters, microwave and food prep surfaces) living and/or common spaces, and trash removal. Linens provided (bed sheets/towels) with weekly cleaning of towels and sheets including exchange upon request. A full room cleaning shall be completed immediately following a guest's departure in preparation for the next guest. This cleaning may be required on Saturday or Sunday, depending on the guest's departure date. • Additional Requirements: Each unit shall contain a mop, bucket, and vacuum cleaner. Minimum Standards//Amenities: • Furnishings, appliances, floor coverings, and all other equipment/items must be clean and in good repair. • Lodging facility shall be in compliance with all applicable building, sanitary, health, fire, and safety codes and all other applicable laws and regulations. Individual units shall include installed smoke alarms, fire extinguishers, and sprinkler systems. • All rooms shall be constructed and finished to provide good light and sound attenuation. All wiring and piping must be enclosed. • All finishes (walls and ceilings) should be free from damage or excessive scars, marks, dirt, and dust. Vents and surrounding finishes must be free from dirt and dust. • Ceilings and walls shall be finished in paint or wall covering. • All floors in living and sleeping areas shall be clean, serviceable, and covered. Hardwood, tile, carpet, and/or vinyl flooring materials are acceptable. • All windows shall have drapes with blackout lining, shades, and/or blinds. If only drapes or blinds are provided, they must fully screen out light. • Sufficient electrical outlets shall be available. All electrical cords, bulbs, lights, and switches shall be free from holes, dents, or other physical defects. • All entrance doors to rooms shall have interior security locks, either deadbolt or double locking locks. Each occupant shall be provided with a key for all doors. All doors shall be free from holes, dents, or other physical defects. • Each unit shall contain occupant controlled heating and air conditioning in good working condition. Management shall be responsible for periodic maintenance at regular intervals. • Smoke and fire protection systems must be installed and meet federal, state, and local fire codes. • Availability of Amenities: Amenities available to other occupants shall be available for use by Coast Guard personnel. This includes complimentary wifi internet and/or cable service. Parking Spaces: Twenty (20) designated, marked, and secure parking spaces shall be made available or immediately adjacent to lodging facilities. Twenty (20) reusable parking passes, allowing entry into secure parking areas, shall be provided. • On-site fitness facilities or contract with local fitness center no greater than fifteen (15) minute walk using streets with sidewalks and pedestrian crosswalks from lodging facility. • Night Lighting - Safety night lighting shall be provided to the exits of the hallway and stairways, both of which shall be illuminated to facilitate a safe escape in an emergency. Safety lighting shall also be provided in designated parking area. • The lodging facility shall comply with all applicable health, fire, and safety codes and regulations and verification of compliance is mandatory by the Contracting Officer prior to award. The Contractor must provide proof of insurance and documentation verifying compliance with OSHA regulations and standards. • Telephone service shall be available in each unit. Local telephone service shall be provided free of additional cost; all long distance charges, and other personal charges, shall be paid for by individual occupants. The Coast Guard assumes no responsibility for payment of any such charge. • Secured building with monitored, 24-hour controlled access. • Joint Inspection - The designated Contracting Officer's Representative (COR) or other government personnel may conduct inspections of the lodging facility with the contractor to determine acceptability before being occupied by Coast Guard personnel. An inspection will also be conducted when the occupant leaves the facility. • The Contractor must clearly outline to each USCG occupant which miscellaneous services are not covered by this contract, such as long distance telephone charges, pay-per-view movies, room service, laundry service, and other such services available at additional costs and how occupants will be charged by the Contractor for those services. • The Government will not be responsible for any miscellaneous charges incurred by individual occupants that are not covered by the contract. The Government is only responsible for services outlined in this SOW and the Schedule of Services/Supplies herein. Place of Performance: The lodging facility must meet the following requirements in regards to location. • No more than a one (1) mile drive to Hangar 5 (see Diagram 1) at Ronald Reagan Washington National Airport and within a ten (10) minute walk to a Metro station. No cross-town or bridge crossings shall be included in the route from the lodging facility to the airport. • Consideration should be given to locations near a Metro but not immediately adjacent to railroad tracks in order to mitigate associated transportation noise that hinders night/mid shifts from obtaining adequate crew rest. • Consideration should also be given to room locations away from elevators, stairwells, or street-facing areas of the building to maximize crew rest opportunities at all hours of the day/night. Safety: The Contractor shall keep all common use areas of the lodging facility (i.e. hallways, corridors, grounds, sidewalks, parking lots) clean, neat, and free from all debris and any potential hazards. NAICS code is 531110. The Small Business size standard is $27.5 Million.
