Description
U.S. Customs and Border Protection (CBP) intends to negotiate on a sole source basis, under authority of FAR 6.302-1, with Thermo Scientific to support CBP's San Juan, PR Laboratory. The requirement is to upgrade one (I) Thermo Fourier Transformed InfraRed (FTIR) System, model 6700, currently running in Windows XP, with a Omnic Application Software to a Windows 7 or higher Operation System and an Omnic V 9 Application Software. The Operational System shall be Windows 7 or higher and shall be fully compatible with the new application software Omnic and with the Thermo FTIR instrument, to include two way communication between the instrument and all its application, the computer and the operation system. Any software or parts required, to include PC, communication boards, cables, etc. must be new and currently in production. Refurbished or demonstrator parts are not acceptable. The San Juan, PR laboratory conducted market research and results of the research showed that only Thermo Scientific could provide this requirement. The Government intends to solicit and negotiate directly to Thermo Scientific. No solicitation package will be issued. This notice of intent is not a request for competitive proposal. If any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain material in sufficient detail to allow the Government to determine if the party can support the requirement. A determination to compete this action based on the responses received is at the sole discretion of the Government. All interested parties must express their capabilities in writing via email to john.marschall@dhs.gov. Verifications of receipt of responses are the sole responsibility of the interested party. If no responsive statements are received by August 8, 2016 at 4:00 PM EDT, an award will be made to Thermo Scientific. The anticipated award date is August 28, 2016.
