Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation number is NICHD16131 and is issued as a Request for Quotation (RFQ). The solicitation /contract will include all applicable provisions and clauses in effect through Federal Acquisition Circular 2005-87. The North American Industry Classification (NAICS) Code is 511210 with a size standard of $38.5 Million. This acquisition is being conducted using Simplified Acquisition Procedures in accordance with FAR Part 13. The National Institutes of Health (NIH), Eunice Kennedy Shriver National Institute of Child Health and Human Development (NICHD) has a requirement to procure Ingenuity Variant Analysis. Ingenuity Variant Analysis is a web--based application that helps us in studying Type 2 Diabetes to identify causal variants from Pima whole genome sequencing data. Ingenuity Variant Analysis combines analytical tools and integrated content to help rapidly identify and prioritize variants by drilling down to a small, targeted subset of variants based both upon published biological evidence and our knowledge of Type 2 Diabetes biology. With Variant Analysis, you can interrogate the variants from multiple biological perspectives, explore different biological hypotheses, and identify the most promising variants for follow-up. Required features: •Pathway Analysis capabilities, including pathway diagrams with rapid one click access to supporting literature references. •The ability to adjust filters to correspond to a new hypothesis simply by pointing and clicking, with results returned in seconds. This enables researchers to rapidly iterate on their hypotheses and get immediate results, speeding discovery. •Scalable processing capacity provides the ability to analyze thousands of samples simultaneously. Ingenuity Variant Analysis has been demonstrated to support study sizes ranging from individuals and trios to thousands of samples in a single analysis •Data and graphics can be exported to aid in manuscript preparation and publications •Ability to create a stable URL that links an article to an analyzed data set to produce an online supplement that readers can use for free •Support for HIPM and Safe Harbor compliance safeguards patient privacy. 1. It should be capable of operating at pressures up to 40Kpsi. 2. It should be capable of processing in single shot or continuous mode. 3. The disruption head should be surrounded by a cooling jacket to enable chilling of sample at all process stages. 4. The instrument should have a digital control panel to set all the parameters, such as pressure, and also count the usage of the internal parts to facilitate keeping track of maintenance requirements. 5. The instrument should incorporate a valve to reverse flow in case of blockage. 6. Instrument should have optional bio-containment of inlet and outlet in case such capability is required in future. 6. Pressure should be consistent and stable during the disruption cycle. 7. Cell disruptor should control a pump for automatic supply of sample. 8. Automatic shutdown when process is complete. 9. System should be totally independent and require only a power supply. The offeror must include a completed copy of the following provisions: 1) FAR Clause 52.212-1 Instructions to Offerors - Commercial items; 2) FAR Clause 52.212-2, Evaluation - Commercial Items. As stated in FAR Clause 52.212-2 (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be advantageous to the Government, price and other factors considered. The following factors will be used equally to evaluate offers: Technical Evaluation, Price, and Past Performance. Note: Past Performance Information: Vendors must submit a listing of the most recent contracts/awards (minimum of 3) which demonstrate similar work in nature to this Solicitation. Contracts/awards may include those entered with the Federal Government, state and local governments and commercial concerns. Include the following information for each contract or subcontract: 1.Name of Contracting Organization 2.Contract Number (for subcontracts provide the prime contract number and the subcontract number) 3.Contract Type 4.Total Contract Value 5.Description of Requirement 6.Contracting Officer's Name and Telephone Number 7.Program Manager's Name and Telephone Number 3) FAR Clause 52.212-3, Offeror Representations and Certifications - Commercial Items; 4) FAR Clause 52.212-4, Contract Terms and Conditions - Commercial Items; 5) FAR Clause 52-212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items - Deviation for Simplified Acquisitions. The Dun and Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN) and the certification of business size shall be included. Quotations will be due on August 9, 2016 at 11:00 a.m. EST. Offerors shall provide an original and one copy of your quotation.
