- The United States Army Contracting Command-Redstone Arsenal, Army Material Command (AMC) Resource Manager, Contracting and Acquisition Management Office, Redstone Arsenal AL 35898, intends to award a sole-source contract to CACI-ISS, Inc., 14370 Newbrook Drive, Chantilly, VA 20151-2218 under the Computer Hardware Enterprise Software and Solutions (CHESS) Information Technology Enterprise Solutions-2 Services (ITES-2S) basic indefinite delivery/indefinite quantity (ID/IQ) contract W91QUZ-06-D-0020. This contract allows task orders to be awarded through 13 April 2018. This new follow-on to task order to contract W91QUZ-06-D-0020, task order D802, will be awarded as indefinite-delivery/indefinite-quantity (IDIQ) contract with cost-plus-fixed-fee (CPFF) task orders (TOs). The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform program management, system maintenance, training, and helpdesk support for the RM Online (Resource Management Online) system for the Army Materiel Command as defined in the Performance Work Statement except for those items specified as government furnished property and services. The contractor shall provide support, maintenance, and sustainment of the existing application and add minor enhancements as requirements are identified by separate work requests. The contractor shall perform to the standards in this contract. The objective of this requirement is to continue support, maintenance, and enhancements of AMC's RM Online System. The contractor shall provide support, maintenance and sustainment of the existing application and add enhancements as requirements are identified by separate work requests under the base and option CLINs. The principal place of performance for this PWS will be at the contractor's facility. However, tasks may be performed on-site at government locations. The scope of this requirement includes the tasks, responsibilities, and deliverables required of the contractor as described in the sections below. The contractor shall accomplish system support for the RM Online application to include: a. Provide maintenance support for each of the Operational RM Online components. b. Support the ongoing efforts to maintain RM Online Defense Information Assurance, Certification, and Accreditation Process (DIACAP) certification by mitigating risks that come up in the database (DB) security scans performed periodically by Defense Information Systems Agency (DISA. c. Develop, test, deploy, and maintain system enhancements across AMC. d. Provide input and recommendations to users on the operation of the RM Online system. e. Modify user manuals and training manuals in accordance with (IAW) changes resulting from updates to the RM Online system. f. Provide and maintain a Help Desk and Quality Assurance team knowledgeable in the operations of the RM Online system. g. Provide on-site support during requested PPBE cycles of high demand to the system. h. Ensure the changes implemented for other Army agency RM Online applications are seamlessly integrated into the Army Materiel Command application. The statutory authority permitting other than full and open competition is 10 U.S.C. 2304c(b)(2) as implemented by FAR Part 16.505(b)(2)(i)(B), Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized. This notice of intent to negotiate a sole-source action is not a request for competitive proposals. A determination by the government not to compete this proposed action based upon responses to this notice is solely within the discretion of the government.
