- Past Project Form The Department of Homeland Security (DHS), Office of Procurement Operations (OPO), Federal Protective Service (FPS) Acquisition Division, has a potential requirement for armed protective security officer (PSO) services covering sites in Northern Virginia. This requirement consists of approximately 80,000 annual hours of armed PSO services for facilities that will require PSOs to have either Top Secret/ or Top Secret/SCI clearances. In addition, this potential requirement will require the staffing of new facilities without any existing security personnel with armed PSOs that have either a Top Secret or Top Secret/SCI clearance. This notice is being issued to identify the general capabilities of small business concerns that can demonstrate the following in their submission: •Have an active Top Secret facility clearance •Licensed in the State of Virginia •Have demonstrated past performance within the last three years with staffing existing facilities with posts that require armed PSOs to have either a Top Secret or Top Secret/SCI clearance •Have demonstrated past performance within the last three years with staffing new facilities (i.e. no incumbent security personnel) with posts that require armed PSOs to have either a Top Secret or Top Secret/SCI clearance This is a Request for Information only. This RFI is issued solely for information and planning purposes. It does not constitute a Request for Proposal (RFP)/Request for Quotation (RFQ) or a promise to issue an RFP/RFQ in the future. This RFI does not commit the Government to contract for any supply of service whatsoever. Further, FPS is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to the RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP/RFQ, if any is issued. Respondents to this notice should provide the following information: 1) Company name and address; a point of contact with phone number and email address; and Data Universal Numbering System (DUNS) number; 2) A completed copy of the attached past project form for armed protective security officer (PSO) project/contract that the respondent contractor has performed within the past three years that are most relevant to the Government's requirement. Please submit no more than three (3) past project forms. Interested parties are directed to respond to this RFI. Responses to this notice shall be sent via email to both Debby Abraham at Debby.Abraham@hq.dhs.gov and Rosetta Jackson at rosetta.jackson@hq.dhs.gov, indicating the RFI number in the subject line by Tuesday, August 9, 2016 at 12:00pm EST and are limited to five pages. The information provided in this RFI is subject to change and is not binding to the Government. The Government has not made a commitment to procure any of the RFI requirements discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned.
