- THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE ORDER AND NOT A REQUEST FOR QUOTATIONS. The National Institute of Environmental Health Sciences (NIEHS), Research Triangle Park, NC intends to negotiate on a sole source basis and issue an order with Jasco Analytical Instruments, Easton, MD 21601 under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b). This request is for the purchase of a Jasco HPLC Pump System containing the following components: PU-2085i Semi-micro Bio-inert isocratic HPLC Pump (2 each); MX-2080-32 Dynamic Mixer (1 each); DG-2080-53 Degasser (1 each); AS-2057i Bio-inert Autosampler (1 each); SG39-106035 5ml Injection Modification Kit (1 each); LC-NET II Interface Box (1 each); 7001-H401A Start-up Kit (Stainless Steel) (1 each); CO-2067 Column Oven (1 each); 6705-H119A Adapter for cooling rack (1 each); 6705-H113A Cooling Rack (1 each); CG-50 GC Cable, 0.5M (3 each); 5590-5174B CA-5174B Event output cable, 2m (1 each); HPLC SOL BTL STD Solvent Bottle Stand (1 each); 0507-0830 5ml Peek Loop (1 each) and 6783-H107B Inert mixing chamber, 1.5ml ( 1 each). This additional HPLC System must be compatible with existing Jasco HPLC system for consistency of performance and compatible with the proprietary software currently installed on laboratory computer systems. The HPLC System must also be compatible with existing Gilson 204 fraction collector. The ‘inositol pyrophosphates' can only be analyzed with the desired specificity and accuracy by using a macroporous poly(styrene-divinylbenzene) strong base anion exchanger that must be run at pressures from 2500 to 3500 psi and is connected to a compatible solvent delivery system - the HPLC. The hydrochloric acid must be used as the solvent. The need is therefore for an HPLCs which is inert to hydrochloric acid - many HPLCs use stainless steel components which are not inert to hydrochloric acid. Samples must be delivered to the HPLC by an automated sample injector for maximum efficiency; the sample injector must also be inert to acids, and must have cooling (to preserve labile samples). Because our samples vary in size, maximum work efficiency is gained by using a single injector that can deliver sample volumes between 0.1 and 5 ml. The sample holder must work with sample containers that are backwards compatible with our older HPLC equipment already in the lab. Award is subject to approval of the Sole Source Justification. This notice of intent is not a request for competitive proposals or quotations; however, an interested party may submit a statement of capabilities if they believe they can meet the above requirement. The statement of capabilities must be submitted in writing and contain sufficient detail to allow the Government to determine if the party can provide the requirement. A determination by the Government not to compete this proposed action based upon responses to this notice is solely with the discretion of the Government. All responses must be received within 12 days from the date of publication of this synopsis. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 12 days of this notice, an award will be made to Jasco Analytical Instruments. The NAICS Code/Size is 334516/1,000 Employees. This procurement is to be processed using Simplified Acquisition Procedures in conjunction with FAR Part 12 Commercial Item Acquisition of Commercial Items.
