- The Marine Corps Systems Command (MCSC) intends to award a sole source bridge contract to Corps Solutions LLC with a 6 month base period of performance, from 3 September 2016 through 2 March 2017, and three option periods providing a total of 3 months of additional support for a total of 9 months if all options are exercised in order to maintain mission critical Range and Training Area Management (RTAM) Program support. The proposed contracting action is to procure non-personal support services for Training & Education Command (TECOM) for the RTAM Program. The RTA M program i s responsibl e fo r th e developmen t and implementation of programs to sustain, upgrade, and modernize Marine Corps training ranges that support the achievement and maintenance of combat readiness. The RTA M program provide s programmati c an d trainin g implementation support at various Marine Corps Range Control Facilities (RCFs), as well as program managemen t support. On-site contractor support is required at MCAS Cherry Point, NC; MCB Quantico, VA; MCB Camp Pendleton, CA; MCMWTC Bridgeport, CA; MCB Hawaii, HI; MCRD Parris Island, SC; MCB Camp Butler, Okinawa, Japan; and MCB 29 Palms, CA. Ke y facet s o f suppor t includ e ; Geographic Information System (GIS), Range Facility Management Support System (RFMSS), and Integrated Range Status System (IRSS) support, sustainment, monitoring and scheduling of training, an d curren t operation s suppor t a t location s wher e Range Control system s ar e deployed. The Marine Corps has a continuing requirement to provide support services for the RTAM program and is currently preparing to solicit a competitive, five year follow-on contract to provide support services. Corps Solutions LLC is the incumbent contractor. Support services provided under the current task order will end on 2 September, 2016. A short-term sole source contract with the incumbent is necessary because award to any other source would create unacceptable delays in fulfilling the Marine Corps' requirement for support until such time as a follow-on competitively awarded contract may be put in place. Current support cannot be interrupted without causing an immediate negative impact on Marine Corps operational readiness. The MCSC is currently preparing a solicitation for the competitive follow-on effort in Seaport-e (N00024-16-R-3330).
