Kennedy Space Center, Procurement, Kennedy Space Center, FL 32899 SOURCES SOUGHT NOTICE Upgrade Kennedy Space Center Water and Wastewater Systems, Phases 5 and 6 INTRODUCTION The National Aeronautics and Space Administration (NASA) at the John F. Kennedy Space Center (KSC) is seeking capability statements from all interested parties, including Large, Small, Small Disadvantaged (SDB), 8(a), Woman-owned (WOSB), Economically Disadvantaged Woman Owned Small Business (EDWOSB), Veteran Owned (VOSB), Service Disabled Veteran Owned (SD-VOSB), and Historically Underutilized Business Zone (HUBZone) businesses for the purposes of determining the appropriate level of competition and/or small business subcontracting goals for a potential construction project to Upgrade KSC Water and Wastewater Systems, Phases 5 and 6, at Kennedy Space Center, Florida 32899. The Government reserves the right to consider a Small, 8(a), Woman-owned (WOSB), Service Disabled Veteran (SD-VOSB), or HUBZone business set-aside based on responses hereto. The North American Industry Classification System (NAICS) code for this procurement is 237110, titled "Water and Sewer Line and Related Structures Construction", size standard of $36.5 million. According to the Small Business Administration, size standards represent the largest size that a business (including its subsidiaries and affiliates) may be to remain classified as a small business. Estimated award date for this contract is November 2016. NASA/KSC is considering soliciting and awarding a single firm-fixed price construction contract with an estimated contract value over $10,000,000. The period of performance is approximately twelve months. SCOPE OF WORK The work includes, but is not limited to, the installation of replacement water mains and associated appurtenances throughout KSC. Specifically the installation of new ductile iron (DI) water mains into the existing water distribution system, abandoning the existing AC water mains in place, and installing water meters at various facilities throughout the KSC water system. The scope includes installing a new booster pump station, adjacent to the existing W-1 Pump Station, to replace the existing W-1 Pump Station, to supplement pressure from the City of Cocoa during average and high demands. The contract will also include demolishing and replacing water and wastewater system components at the KARS Park 1. Demolition includes, but is not limited to, removing and abandoning sewer septic systems. Replacement includes, but is not limited to, installing a DI water main, HDPE force mains, grinder pump lift stations, sewer systems, and associated appurtenances at KARS Park I, as well as abandoning the existing 4-inch PVC water main in place. The DI water main will be connected to the City of Cocoa water distribution system, and the force mains will be connected to the Brevard County wastewater collection system. Several gravity sewers and manholes along various streets will be replaced. CAPABILITY STATEMENT It is requested that interested business firms having the capabilities necessary to meet or exceed all aspects of the effort described herein, submit to the contracting office a capabilities statement demonstrating ability to perform the services listed above. The capability package shall be no more than ten (10) pages in length and printed in not smaller than 12 point type. The capabilities statement will consist of a: One (1) page cover sheet referencing Source Sought Notice "NNK16WANZIEWASTEWATER", Capabilities Statement - "Upgrade Kennedy Space Center Water and Wastewater Systems, Phases 5 and 6". And; The remaining nine (9) pages shall include the following: 1. Company Name, DUNS Number, Address, Description of Principal Business Activity, and Primary Point of Contact (E-mail address and phone number). 2. Business size and number of employees. Specifically state whether your firm is a large or small business in NAICS Code 237110. Description of principal business activity; number of employees; and specifically identify if you are a HUBZone small business, a service-disabled veteran owned small business, an economically disadvantaged woman-owned small business, or an 8(a) small business. 3. Financial Capability - Provide bonding capacity of your firm and the most current Balance Sheet and Income Statement, and the firm's average annual revenue for the past 3 years. 4. Experience - Provide the number of years in business and listing of relevant work performed in the previous 5 years. Relevant work for the purposes of this Notice can be defined as, but not limited to, the following: a. Construction and activation of water pump stations. b. Jack and boring operations, specify size of carrier case pipe. c. Horizontal directional drilling, specify pipe diameters. d. Dewatering operations utilizing continuous well point techniques e. Instrumentation and controls systems for water and wastewater pumping systems f. Working within contaminated solid waste management unit (SWMU) sites g. Compliance with asbestos regulations working with asbestos-cement (transite pipe) water mains. h. Compliance with Florida Department of Environmental Protection permits and regulations. i. De-construction and removal of water pump stations, asbestos cement pipe, and other pipeline materials. j. Significant capacity to accomplish work requirements under compressed outage schedules. Remaining pages can be used to further elaborate on experience.
