Description
Sole Source J&A The Government has awarded a sole source contract to Qubica/AMF to install a new bowling center scoring system on Beale AFB, CA in accordance with FAR 6.301-1. Justification to support this requirement as a sole source is as follows: HQ Air Force Services Agency (AFSVA) published a memorandum "Air Force Bowling Center Management System" on 12 August 2009 directing all Air Force installations to purchase their operational bowling centers from Qubica/AMF, as a result, market research on behalf on the local contracting squadron was limited. There has not been a memorandum, to date, that rescinds the aforementioned one. The memorandum details an effort put forth by AFSVA to find a bowling equipment manufacturer that has the ability to automatically interface with the AFSVA centralized NAF Financial System. Of five companies that provided responses, all of them have proprietary software, but Quibica International was the only company to allow and provide an interface that was compatible with the AFSVA Financial System. From 1992 through 2008, all existing Air Force bowling facilities were replaced with Qubica products to meet the agency's financial reporting requirement. Qubica/AMF merged in 2007 and, to date, is the sole provider of the proprietary software that interfaces with the AFSVA's Financial System. It is mandated at all Air Force bowling centers use Qubica/AMF in accordance with FAR Part 6.301-1 "Only one responsible source and no other supplies or services will satisfy agency requirements."
