Description
1.0 Description: The U.S. Department of Transportation (U.S. DOT), Office of the Secretary of Transportation (OST), John A. Volpe National Transportation Systems Center (Volpe Center), Cambridge, MA, issues this sources sought notice to assist in market research in determining the availability of capable small business concerns for the requirements herein. Capable small business concerns who are interested shall submit responses to all of the questions listed below. Also, small businesses shall indicate whether they are certified 8(a), Hubzone, veteran-owned, service disabled veteran owned, disadvantaged or woman owned. Small businesses must ensure their status certifications are up to date. This information will assist the Government in reviewing its acquisition strategy to determine whether there are capable small businesses to perform the requirements. This Sources Sought does not constitute a solicitation and is not to be construed as a commitment by the Government. The Government will not pay for any effort expended in responding to this notice. 2.0 Background: The Volpe Center, in support of the Federal Aviation Administration (FAA) and other transportation related sponsors, provides national Fire Life Safety (FLS) consulting and engineering support. Typical work activities include fire protection code compliance consultation, field inspections and surveys, engineering design support, engineering policy evaluations, performance based design assessments, design reviews, system inspections and testing, construction quality assurance/compliance oversight, Resident Engineer support, engineering studies, project management support, risk assessments, small to large scale fire testing, materials assessments, egress analyses, training support, and computer model analyses. The majority of this support has historically been conducted in partnership with the FAA's Fire Life Safety Program (FLSP). The FLSP's main objective is to ensure that all FAA owned and/or operated Airport Traffic Control Towers (ATCTs) are in compliance with 29 Code of Federal Regulations (CFR) 1960.20 - The Alternate Standard for Fire Safety in Airport Traffic Control Towers. For FLS tasks, the Volpe Center is required to respond quickly to work located throughout the U.S.A., Puerto Rico and the Pacific Rim (Marshall Islands and Guam). 3.0 Potential Functional Areas for Tasks to be Performed: 1. Codes/standards compliance evaluations and consultations 2. Fire protection systems design/engineering support 3. Fire modeling/design flow analysis 4. Fire tests, access to recognized testing lab 5. FLS system inspections, and evaluations 6. Risk assessments/hazard analysis 7. Policy and code evaluations/equivalency determinations 8. Training program development and implementation 9. Field construction engineering support 10. Emergency preparedness planning 11. Subject matter experts/Ad hoc general fire protection engineering (FPE) consulting support 12. Special projects support 13. Program management and policy guidance support 4.0 Submission Instructions: All capability information submitted by respondents shall include: Contract number; Customer (Government agency or private industry); Contracting Officer's Representative (COR) name (or private industry point of contact (POC)), telephone number; contract value, type of contract, and period of performance. Responses must address each of the following requirements: 1. Describe your company's past experience working with FAA or other similar telecommunications facilities, in particular Airport Traffic Control Towers and Air Route Traffic Control Centers, working with and applying OSHA, NFPA, IBC, IEBC and FAA Standards of Care. 2. Describe your company's past experience capabilities working with Airport, Marine, Rail and Highway fire safety projects. 3. Describe your ability to respond cost effectively to multiple tasks simultaneously at facilities located throughout the U.S. These activities could include: developing multiple FLS engineering design packages, providing FLS construction management oversight, Resident Engineering support, and FLS training support., 4. Describe your company's capabilities to provide short turnaround responses to "on call" type technical support requirements at various locations throughout the U.S. simultaneously. On call support typically includes activities such as fire investigations, field quality assurance inspections, witness of FLS system testing, and other ad-hoc activities that may be required to be addressed within one week's notice. 5. Describe your company's capabilities to provide licensed professional fire protection engineers to support Volpe's national program. Disclose what states your fire protection engineers P.E. licenses are valid for. 6. Provide a staffing matrix or list of staff's job titles, degrees, certifications, F.P.E. licenses, experience levels, office location,, whether full or part time employees, and any specific subject matter expertise. 7. Identify your company's experience and abilities to provide part time Resident Engineering support (i.e. 1 to 2 weeks on site) during construction upgrade projects. 8. Describe your company's quality assurance program to ensure technical deliverables and design approaches are applied consistently by the engineering staff. 9. Describe your CAD capabilities using both AutoCAD and Microstation and abilities to work multiple designs concurrently. 10. Describe your capability for providing subject matter expert instructors to support a comprehensive FLS training program that will provide our customers with the ability to properly understand inspecting, testing and maintenance of fire protection systems and equipment and/or to properly oversee manufacturer technicians called in to perform these functions for the government. 11. Describe your experience in providing simultaneous field construction engineering support at a minimum of 3 construction sites located at various locations throughout the US. This support includes submittal reviews, quality assurance inspections, systems acceptance and testing, and the preparation of FLS system regulatory compliance letters for our customers. 12. Describe your experience supporting special projects using subject matter experts, for example in areas such as sprinkler internal pipe corrosion analyses, seismic criteria,, explosive hazards/fuel spill risk mitigation, development of code recommendations applicable to airport facilities or vehicles such as rail passenger cars, marine shipboard and design/construction of classroom training aides (i.e. fire alarm training panels). 13. Describe your company's experience conducting research and fire testing of materials for railroad passenger cars or other transportation vehicles. Describe knowledge of developing test protocols and test reports, conducting tests, or access to testing apparatus or laboratories capable of performing small to large scale tests. 14. Describe your company's experience in cost plus fixed fee, firm fixed price task order indefinite delivery/indefinite quantity type contracts. Describe knowledge of government cost accounting systems and whether your company has an acceptable accounting system. Information provided should be detailed in the area(s) above so the Government can assess the ability of the small business potential to provide the described minimum services. All of the information sought should be conveyed in no more than ten (10) pages. Page size is set at 8½ X 11 inches; text font must be no smaller than 12 point; and text should be doubled spaced. Each response must reference the sources sought title. The NAICS Code for this acquisition is 541330 and the small business size standard is a maximum of $15 million in annual receipts for the concern and any affiliates. Interested parties must respond to this announcement in writing no later than September 7, 2016, 4:00 PM Eastern Time. Telephone requests will not be honored.
