- SOURCES SOUGHT Foreign Comparative Test Program Latent Fingerprint Processing Without Chemicals This synopsis does not constitute an invitation for Bid or Request for Proposals, and is not be construed as a commitment by the government to issue an order or otherwise pay for the information solicited. The Program Executive Office for Special Reconnaissance, Surveillance and Exploitation (PEO-SRSE), Program Manager for Sensitive Site Exploitation (PM-SSE) is looking for companies with the capabilities to provide Commercial Off-The-Shelf (COTS), Non-Developmental Item (NDI), or near NDI systems to enable non-destructive latent fingerprint processing with no or very little chemicals. The United States Special Operations Command (USSOCOM) intends to apply for approval of a Foreign Comparative Test (FCT) project(https://cto.acqcenter.com) to evaluate candidate systems. As part of the application process, the Government must do the appropriate market research to ensure that all worthy products are considered prior to starting a project. If approval is granted, a synopsis will be posted publizing the Government's intent to initiate this FCT project on a full and open competitive basis with the intent to also procure and field up to 14 systems to meet military operational needs dependent on the results of testing. If the responses to that synopsis reveal that one or more companies responding to the synopsis appear to meet or exceed the requirements a formal Request for proposal (RFP) will be issued to those companies and include requirements for testing. Further, based on the results of testing and provided the technology proves suitable, the solicitation will also include the selection criteria for award and the conditions for proceeding into production. In order to meet or exceed requirements, companies must have adequate fabrication and test facilities to warrant pre-production testing and limited procurement of test systems and test data. Additionally, companies must be able to provide a working prototype ready for test and demonstration purposes on or about 1 November 2016 and capable of meeting the following criteria: 1. Capable of capturing latent fingerprints on non-porous and semi-porous materials utilizing no chemical processing. 2. Can enhance the image of detected latent fingerprints; 3. Capture an image of the latent fingerprint for submission to a latent fingerprint examiner and for submission to an Automated Biometric Identification System. 4. Enable non-technical operators to process latent fingerprints with minimum training. 5. Safe for use by trained operators. While specific safety requirements are not yet defined, vendors should provide safety studies/datasheets to show the system is safe to use. 6. Capable of being ruggedized for field-forward deployment. Responses to this market survey are due on or before 25 Aug 2016, and must include a product description with performance parameters and a statement regarding availability, summary of prior testing, test reports, summary of logistic and maintenance requirements, where it's currently being used and by whom, and a Rough Order of Magnitude cost estimate for test articles and estimated cost of production units.
