- B-2 B61-12 Harness Builds In accordance with Part 10 of the Federal Acquisition Regulation (FAR), the Government is conducting Market Research for the procurement of (36-54) Rotary Launch Assembly (RLA) System 2 Harness kits for the B-2 B61-12 integration program. This Market Research is for information and planning purposes only. This market research questionnaire/survey is for the purpose of obtaining information relative to prevalent business practices in the marketplace and to review capabilities among industry sources. While industry sources are requested to provide full and comprehensive responses to this questionnaire, they are reminded that all information is voluntary, and the Government will not reimburse sources in any way for responses provided. Likewise, a company's participation in the market research via this questionnaire does not obligate the Government to enter into any contractual agreement, either formally or informally, with a company. This RFI is being issued in order to conduct market research to assess cost, schedule, and technology maturity of potential solutions to provide System 2 RLA Harnesses. Hardware development will include developing and adding nuclear hardened MIL-STD-1760 electrical interface harnesses to the RLA. The B-2 Division at Wright Patterson AFB OH has a requirement to integrate the B61-12 onto the RLA. For the purpose of this RFI, the required Harnesses are defined as: 36-54 RLA System 2 MIL-STD-1760 harness kits Responses are requested no later than 22 August 2016. I. COMPANY INFORMATION 1. What established quality control and inspection systems does your company have? Briefly describe. 5. Please identify any industry certifications that your company presently holds in the areas of quality assurance and/or configuration management. 6. Briefly describe some of the typical tests that your company performs on its products? Would your company allow tests to be tailored to customers' requests? III. TECHNICAL CAPABILITIES 1. Does your company have experience with the following? a) Design, development, and integration of MIL STD 1760 cables for weapon suspension and release systems? (Yes / No). b) Design, testing and/or production of weapon suspension and release systems? (Yes / No). c) Development of aircraft interface requirements? (Yes / No). 2. Does your company have any working involvement with a B-2 armament system such as Cable harness design, interface requirements, aircraft stores management systems or suspension and release equipment? (Yes / No). 3. Does your company utilize commercial parts, components, systems, and/or designs in the replacement of developmental type items? (Yes / No). 4. Approximately what is the standard delivery time and manufacture rate for production harnesses? Can the delivery time be expedited and to what degree? 5. Does your company have experience successfully producing detailed schematics, Product Drawing Packages, test reports, provisioning data, and other similar type documents? (Yes / No). IV. BUSINESS PRACTICES 1. Does your company have experience with long-term contracts or purchasing agreements with fixed prices, i.e. more than 5 years in duration? (Yes / No). 2. Does your company provide for discounted prices based on the quantity of the items provided? (Yes / No). If yes, are there pre-set quantity levels at which the discounts apply? 3. What type of technical information does your company provide with its products? Does your company have any experience with Government technical manual requirements? (Yes / No). Does it cover parts, labor, and /or technical support? (Yes / No). What is the standard time duration? 5. Does your company consider that commercial parts, components, and/or assemblies could be utilized for the B-2 RLA production 1760 harness kits? (Yes / No). To what extent or degree of the overall items could commercial items be utilized? Note that "commercial" does not denote strictly commercial-off-the-shelf but also encompasses those items that undergo modifications (for detailed definitions see Federal Acquisition Regulation (FAR) 2.101). 6. For this effort would your company need to subcontract any part of the work? (Yes / No). If yes, identify and briefly describe any necessary subcontracts.
