- Introduction: THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A CONTRACT WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) on behalf of the National Human Genome Research Institute (NHGRI), intends to negotiate and award a purchase order on a noncompetitive sole source basis to d'Vinci Interactive, Inc., 28 S. Potomac Street #4, Hagerstown, Maryland 21740-6195, a follow-on to continue hosting and development of the Genetics/Genomics Competency Center (G2C2). This is a Follow-On Requirement. ISSO and 508 Clearance since the inception of the base contract award. Procuremen t: 1. Hosting, Support and Maintenance for 12-Months; 2. Project Coordinator Role; 3. Narration for Videos; and 4. Enhancements Background: The National Institutes of Health (NIH) mission is to seek fundamental knowledge about the nature and behavior of living systems and the application of that knowledge to enhance health, lengthen life, and reduce illness and. The National Human Genome Research Institute (NHGRI) mission has expanded to encompass a broad range of studies aimed at understanding the structure and function of the human genome and its role in health and disease. To that end NHGRI supports the development of resources and technology that will accelerate genome research and its application to human health. The Genomic Healthcare Branch (GHB) of the Division of Policy, Communication, and Education (DPCE) at the NHGRI was created to promote the effective integration of genomic discoveries into healthcare, lead the Institute's health professional education efforts, and advises the NHGRI director and senior staff on a broad range of issues regarding healthcare professional needs and involvement in the translation of genome research to clinical benefit. GHB activities are grouped into four broad areas: 1. Developing priorities for translational genomic research at the NHGRI and beyond. 2. Promoting the development and evaluation of tools that enable healthcare providers to take more effective advantage of advances in genomics. 3. Promoting genetics literacy among the full spectrum of healthcare providers and their patients. 4. Serving as a liaison between the healthcare community and the NHGRI, and encouraging dialogue with healthcare providers and organizations with an interest in the role of emerging genomic technologies in reshaping healthcare. Genomic applications in healthcare are increasingly relevant to the day-to-day delivery of care to patients by all healthcare professionals. The NHGRI has been assisting the U.S. nursing, physician assistant, genetic counselor, pharmacist, and physician communities to apply standard competencies for genomics as well as supporting access to the educational resources necessary to achieve competency. In response to many organizations in these communities expressing a strong interest in having a centralized web resource for their educators, NHGRI funded the creation of an online tool to help educate the next generation of healthcare disciplines about this new frontier. The Genetics/ Genomics Competency Center is a free, web-based repository of curricular materials on genetics and genomics designed for nurses, physician assistants, genetic counselors, pharmacists, and physicians that facilitates communication, development, and dissemination of educational resources and approaches to achieve genetic/genomic competency. Providing healthcare professionals with a learning management system, based on a core set of competencies that organize genetic/genomic education materials enhances efforts to develop trans-disciplinary approaches to genetics/genomics education. The nursing, physician assistant, genetic counselor, pharmacist, and physician education communities have been working together to create this web-based education repository and have developed synergy between the five disciplines. Efforts to provide shared, competency-based curricular resources can now serve as a model for genetics/genomics education for the broader healthcare community which remains challenging to reach. Access this resource is available at http://www.g-2-c-2.org. Purpose and Objectives: d'Vinci Interactive have been the prime contractor since the inception of this system as well as hosting, upgrades and maintenance in 2011. The d'Vinci Team is adept at skills needed for the hosting and maintenance for G2C2 including: prior experience and proficiency in designing and developing applications and websites; working with NHGRI to redesign the previous G2C2 site to be more user friendly; and to work collaboratively to evaluate the change implications and impact. Also, d'Vinci provides Clinical Research Training at NIH for medical and healthcare e-learning solutions. D'Vinci facilitated beta-testing of the site with educator groups, and suggested modifications based on this pilot with a redesign of the G2C2 site. The d'Vinci Team has required proficiency in designing and developing applications and websites with: o HTML and DHTML; programming with JavaScript and Cascading Style Sheets; o Flash to create powerful freestanding sites, and sites with embedded animation and interactivity; o Dreamweaver, Captivate and other tools that help program efficiency; o Server languages including WebDNA, PHP/MySQL and ColdFusion; o 508 compliance at the highest level; and o Meeting NIH security standards. Period of Performance: September 2016 to September 2017 Regulatory Authority : This acquisition is conducted under the authority of the Federal Acquisition Regulations (FAR) Subpart 13.106-1(b) Soliciting from a single source and is not expected to exceed the simplified acquisition threshold, only one responsible source and no other supplies or services will satisfy agency requirements. This requirement is under the SAT of $150,000.00. Statutory Authority : This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures, Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. Closing Statement: Industry Classification (NAICS) Code is 541511, Custom Computer Programming Services and the Small Business Size Standard is 500 Employees. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures, therefore the requirements of FAR Part 6 B Competitive Requirements are not applicable (FAR Part 6.001). The resultant Contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2005-89 (July 14, 2016). This requirement is under the SAT of $150,000.00. This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.
