Description

Notice of Intent to Sole Source The Food and Drug Administration intends to award a Sole Source firm-fixed price purchase order to PermeGear, Inc. located at 1815 Leithsville Road Hellertown, PA 18055. In accordance with FAR Part 6.302-1, the contractor is the only responsible source who can provide the required services as no other source has been identified who can provide the instrument needed to satisfy the agencies requirements. The PermeGear ILC07 System is a key component in determining and evaluating the safety assessment of cosmetic ingredients and contaminants that pose hazards in skin exposures. FDA currently utilizes in-line diffusion cells for determination of absorption of chemical hazards that is only compatible with The PermeGear ILC07 System. Thus, ONLY the ILC07 System provided by Permegear is able to meet this requirement. The NAICS code is 334515 [Laboratory standards testing instruments manufacturing]. This notice is not a request for competitive quotes. No solicitation document is available and telephone requests will not be accepted. However, sources may submit descriptive literature; fully documenting their capability to perform the services stated above within the timeframes needed which will be considered by the agency. It is anticipated that an award will be issued to PermeGear, within approximately fifteen (15) days after the date of this notice unless the Government determines that any other organization has the capacity to meet this requirement. All responses shall be received no later than 11:00 am ET on 26 August 2016 to the attention of Priscilla Harrison via email at Priscilla.harrison@fda.hhs.gov.
