- Sources Sought Sources Sought Range Training Aid Portfolio Program, Range Training Systems III Synopsis: This Request for Information (RFI) is ISSUED for the purpose of developing a viable solicitation that will best communicate the Government's requirements to industry. Response to this RFI is strictly voluntary and will not affect any firm's ability to submit an offer if, or when, a solicitation is released. The requested information is for planning purposes only and does NOT constitute a commitment, implied or otherwise, that a procurement action will be issued. No entitlement to payment by the Government of direct or indirect costs or charges will arise as a result of the submission of information in response to this RFI. The Government shall not be liable for or suffer any consequential damages for any improperly identified proprietary information. Proprietary information will be safeguarded in accordance with the applicable Government regulations. General Information: Overview: The Marine Corps Program Manager for Training Systems is seeking commercial solutions to satisfy a requirement for the Range Training Aid Portfolio program, Range Training Systems III (RTAP/RTS III) to replace, refresh or install new, live fire/non live fire target systems and integrated and standalone battlefield effects simulators (BES). Marine Corps training ranges are comprised of a mix of target systems (automated and non-automated) and BES that includes various configurations of battery power, shore power, solar charged, and Ethernet or radio frequency controlled systems to include: •· Target Systems •o Portable and stationary range control systems (RCS) •o Pneumatic target systems with associated compressor and controller systems •§ 90 degree turners •§ Friend or foe 180 degree turners •o Multi-purpose pneumatic target system (MPPTS) with associated compressor and controller systems •o Multi-target moving target system (MMTS) with associated range controller equipment •o Stationary infantry target (SIT), stationary armor target (SAT), moving infantry target (MIT), moving armor target (MAT), and double arm stationary infantry target (DSIT) with associated range controller equipment •o Human form targets (HFT) & human form target lifting device (HFTLD) •o Remote steel sniper targets with silhouette •o Steel silhouette targets with stands •o Portable electric moving targets •· BES encompasses a wide variety of systems required to support life-like training in real life training scenarios, i.e.: •o Blast simulators, •o Sound effect simulators (SES) •· Environmental friendly stationary armor targets (EFSATS) •· Smoke generator with controller •· Explosive effects simulator with Controller •o Explosive effects accessories kits •o AK-47 simulators •o Improvised explosive device effects simulator •· Shock absorbing concrete ballistic blocks (SACON) •· Steel ballistic protective walls. The stationary and portable Range Control Station (RCS) shall control automated range targets, and all target functions, to include Friend and Foe target turners, Location of Miss and Hit (LOMAH) systems, tethered BES, using the government furnished Targetry Range Automated Control and Recording (TRACR) software. Concept of employment: The concept of employment for the RTAP/RTS III is to replace, refresh, and modernize Marine Corps training ranges by providing live and non-live fire training scenarios with various types of automated and non-automated target systems, SES and BES in order to provide tactical and or qualification training for individual users and small units. Functional Attributes: •· Automated target systems should adhere to the Marine Corps standards for combat rifle and pistol training in accordance with MCO 3574.2L •· The RTAP/RTSIII training systems shall provide the means for the individual Marine to utilize the service rifle and inventory of weapons to advance their combat, tactical and shooting skills while ensuring that Marine Corps standards are reviewed, practiced and evaluated •· The RTAP/RTSIII training systems must provide trainer and user feedback that can be utilized to improve their effectiveness with the weaponry being used on the systems •· The RTAP/RTSIII training systems when used in various combination such as Pneumatic targets, SITs, MITs, SATs, MATs, tethered BES shall provide the capability of creating combat, tactical, individual or unit training, and qualification scenarios •· While in use, the RTAP/RTSIII training systems must allow for a safe training environment while allowing the user(s) the ability to train in a realistic setting •· The RCSs shall allow for ease of use providing proper operation of the automated training systems and creation, saving and editing of multiple scenarios using the TRACR software system •· The scenarios shall be stored in files with a fully documented open window based format. The basic elements of a training scenario included in a scenario file shall include, at a minimum, the target setup, hit display and location on the range •· The LOMAH system shall at a minimum provide feedback on whether the shooter has hit the target and the location of hits or miss •· Target systems shall be ballistically protected as required •· All training systems shall be Commercial off the Shelf (COTS), Non-Developmental Items (NDI) that is readily available in the commercial marketplace Content of Response: At a minimum, this information shall include: 1) Identification of your company or organization; 2) Your company or organization's evidence of existing, full capability to meet ALL proposed requirements; 3) Business/contracts/marketing office point(s) of contact information; 4) Notification of business size and/or special status; 5) Evidence that would support the definition of "commercial item" in accordance with Federal Acquisition Regulations (FAR) 2.101; 6) Any commercial pricing that is readily available or published; 7) Commercial marketing information, or web links, supporting COTS designation Response Submittal Instructions: These expressions of interest shall adhere to a fifteen (15) page (pages shall be 8.5 x 11) submission limit, and all should be submitted via email to cory.pfenning@usmc.mil no later than (NLT) 1500 local time Orlando, FL on 02 September 2016. Submission email shall utilize the title "PM TRASYS RTAP/RTSIII RFI response." NO CLASSIFIED INFORMATION SHALL BE PROVIDED. NO PHONE CALLS WILL BE ACCEPTED. NO EXCEPTIONS. This sources sought is the initiation of market research under Part 10 of the Federal Acquisition Regulation (FAR) and is not a Request for Proposals (RFP). No solicitation document exists at this time. Issuance of this notice does not constitute any obligation on the part of the Government to procure these items or to issue a solicitation. In addition, the Government is under no obligation to pay for information submitted in response to this notice, and responses to this notice cannot be accepted as offers. Industry Day Marine Corps Systems Command's Program Manager, Training Systems (PMTRASYS) intends on hosting an Industry Day on 25 August 2016 and on 26 August 2016 for One-on-One Sessions if needed. The Industry Day will be held at the PMTRASYS location at 3039 Technology Parkway, Room 321, Orlando, Florida 32826-3275. Attendance confirmation can be emailed to cory.pfenning@usmc.mil. The Industry Day is designed to better inform the Government of Industry Capability, and better inform Industry of the Government's requirement. Results of this information exchange should be taken into account and provided in a respondent contractor's aforementioned written RFI response submission. Tentative Industry Day Schedule is as follows : Day 1 (25 August 2016) 0900-1000: Government brief to Industry 1000 - 1200: Review of contract requirements 1200 - 1300: Lunch 1300 - 1500: Industry Comments/Questions 1500 - 1600: Wrap up One-on-One sessions between the Government and interested contractors will be done if requested. The allotted time for one-on-one sessions will be held on 26 August starting at 0900. Each one-on-one session with the Government will consist of a period not to exceed 30 Minutes in duration. The purpose of the one-on-one sessions is to allow interested contractors the opportunity to openly communicate with the Government regarding their ability to meet the RTSIII Requirements. Industry capabilities briefings shall not be included in the one-on-one discussion. Time slots for the one-on-one sessions will be assigned on a "first come, first served" basis. The time slots available for the Industry One-on-One sessions on 26 August 2016 are: Day 2 (26 August 2016) 0900 - 0930 1000 - 1030 1100 - 1130 1300 - 1330 1400 - 1430 1500 - 1530 1600 - 1630 Contractor RSVP and Visit Registration : Vendors shall submit an Industry Day RSVP with name(s), company and contact information via email to cory.pfenning@usmc.mil and CC Daniel.loth@usmc.mil, NLT 18 August 2016.
