- NOTICE OF INTENT TO AWARD A SOLE-SOURCE CONTRACT No. NRO-16-0090 Pursuant to Federal Acquisition Regulation (FAR) Subpart 6.302-1(a)2(ii), the U.S. Nuclear Regulatory Commission (NRC), Office of Nuclear Regulatory Research (RES), intends to issue a sole source award to Taylor Engineering, Inc., located in Jacksonville, Fla. The purpose of this acquisition is to acquire highly-specialized technical assistance with tsunami and storm surge hazard assessment at nuclear power plant sites in the United States, focusing on review and development of deterministic and probabilistic storm surge/seiche and tsunami hazard assessments. The anticipated period of performance will be for a 48 month period. The applicable North American Industry Classification System (NAICS) code for this acquisition is 541690 - Other Scientific and Technical Consulting Services and a size standard of $6.5 million. The Government intends to solicit and negotiate directly with Taylor Engineering, Inc., and no solicitation will be issued publically. This Notice of Intent is not a request for competitive proposals or quotations; however, if any interested party believes they can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities must be submitted in writing and must contain material in sufficient detail to allow the government to determine if the party can perform the requirement. Additionally, in order to perform work for the NRC, potential sources must be free of conflict of interest (COI). For information on the NRC COI regulations, visit NRC Acquisition Regulation Subpart 2009.5 (http://www.nrc.gov/about-nrc/contracting/48cfr-ch20.html). A determination by the Government not to compete this proposed requirement based on responses to this notice is solely within the discretion of the Government. All interested parties must express their interest and capabilities in writing via email to Mark.Thompson@nrc.gov. No faxed documents will be accepted. If no responsive statements are received by August 22, 2016 at 12:00 NOON EST, an award will be made to Taylor Engineering, Inc.
