- NOTICE OF INTENT TO SOLE SOURCE FOR COMPUTER-CONTROLLED SCANNING ELECTRON MICROSCOPE RFQ-DC-16-00210 NAICS: 334516 Analytical Laboratory Instrument Manufacturing Procurement Office: United States Environmental Protection Agency, Superfund Regional Operations Division (3805R) 1200 Pennsylvania Avenue NW, Washington, DC 20004 In accordance with FAR 13.106-1(a)(2), Soliciting from a Single Source, the U.S. Environmental Protection Agency's Office of Superfund Regional Procurement Operations Division, intends to award a sole source firm-fixed priced purchase order to RJ Lee Group Incorporated, 350 Hochberg Road, Monroeville, Pennsylvania, 15146. The US EPA seeks to purchase a one year service agreement from the RJ Lee Group Incorporated. The equipment is a highly sophisticated instrument comprising a MIRA-3 LMU field-emission scanning electron microscope operated with custom-designed IntelliSEM software provided by the RJ Lee Group, Incorporated which is unique to this instrument. The electron beam for the MIRA-3 LMU Scanning Electron Microscopes (SEM) is generated with a Schottky emitter designed for the MIRA-3 SEM. The serial number for this instrument is MIO981173US. The Schottky emitter has a limited lifetime warranty and must be replaced periodically by a service engineer with MIRA-3 SEM experience. RJ Lee Group (RJLG) was the prime contractor in EPA ¿s purchase of the SEM. RJLG software engineers developed the proprietary IntelliSEM software which the microscope uses to perform automated SEM analysis. The IntelliSEM upgrades are available only from RJLG. The service engineer for RJ Lee Group has extensive experience with the MIRA-3 LMU SEM including installation of Schottky emitters. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Notwithstanding, any firm that believes it is capable of meeting EPA's requirement as stated below may submit a capability statement, which if received within 3 calendar days of the date of this announcement will be considered. Responses to this posting must be in writing and provide clear and convincing evidence that competition would be advantageous to the Government. A determination not to compete the proposed purchase order based upon the responses to this notice is solely within the discretion of the Government.
