Description
Description: The U.S. Army Contracting Command, Rock Island Contracting Center (ACC-RI), on behalf of the Office of the Project Manager, Maneuver Ammunition Systems (PM-MAS), is seeking to identify potential sources capable of manufacturing up to twenty (20) different 20mm, 25mm and 30mm cartridge configurations. The nomenclatures and estimated quantities for each item are listed below. These cartridges are identified by a unique Department of Defense Identification Code (DODIC) and National Stock Number (NSN) that describes the caliber, cartridge type, and the method of pack-out. The DODICs must meet the requirements of the applicable Military Specification and/or the Technical Data Package (TDP) associated with each item. DODIC AA24, PGU-27 A/B Target Practice (TP) Bulk Pack (BP), NSN: 1305-01-451-8566, Part Number (P/N): 1696AS234-1. The PGU-27 A/B TP BP supports the U.S. Navy (USN) and U.S. Air Force (USAF). This training cartridge is fired from the M61 Gun System. Current anticipated requirements for FY18-23 are between 1,800,000 and 2,900,000 cartridges each per year. The main components are the projectile body, propellant, brass cartridge case, M52A3B1 electric primer, and packaging. DODIC AA27, PGU-27 A/B TP & PGU-30 A/B TP with Tracer (TP-T) linked, NSN: 1305-01-451-8659. The PGU-27/30 A/B supports the U.S. Marine Corps (USMC). This training cartridge is fired from the M197 Gun System. Current anticipated requirements for FY18-FY23 are between 100,000 and 436,000 cartridges per year. The main components are the projectile body, propellant, brass cartridge case, M52A3B1 electric primer, M14A2N link, and packaging. DODIC AA22, PGU-28 A/B Semi-Armor Piercing High Explosive Incendiary (SAPHEI) BP, NSN: 1305-01-451-8675, P/N: 1696AS234-2. The PGU-28 A/B supports the USN and USAF. This cartridge is fired from the M61 Gun System. Current anticipated requirements for FY18-FY23 are between 100,000 and 350,000 cartridges each per year. The main components are the projectile body, nose and body incendiary charge, explosive, propellant, brass cartridge case, M52A3B1 electric primer, and packaging. DODIC AA28, PGU-30 A/B TP-T BP, NSN: 1305-01-451-8574. The PGU-30 A/B supports the USN and USAF. This cartridge is fired from the M61 Gun System. Current anticipated requirements for FY18-FY23 are between 45,000 and 50,000 cartridges per year. The main components are the projectile body, tracer, propellant, brass cartridge case, M52A3B1 electric primer, and packaging. DODIC AB07, M940 Multi-Purpose Traced - Self-Destruct (MPT-SD) Cartridge, NSN: 1305-01-451-8566, P/N: 1696AS234-1. The M940 MPT-SD supports the U.S. Army. This cartridge is fired from the Counter-Rocket/Artillery/Mortar (C-RAM) System. Current anticipated requirements for FY18-FY23 are between 165,000 and 195,000 cartridges per year. The main components are the projectile body, nose and body incendiary charge, explosive, tracer, propellant, brass cartridge case, M52A3B1 electric primer, and packaging. DODIC AA61, MK244-0 Armor Piercing Discarding Sabot (APDS), NSN: 1305-02-484-9674 Enhanced Lethality Cartridge (ELC), linked cartridges. The MK244-0 supports the USN. This cartridge is fired from the Phalanx Close-In Weapon System. Current anticipated requirements for FY18-FY23 are between 600,000 and 950,000 cartridges per year. The main components are the tungsten penetrator, sabot, propellant, brass cartridge case, M52A3B1 electric primer, and packaging. DODIC A976, 25mm M793 Target Practice - Traced (TP-T), NSN: 1305-01-400-3115, P/N: 12961093 and NSN 1305-01-212-5066, in support of the U.S. Army and the USN. This training cartridge is fired from the M242 Bushmaster. Current anticipated requirements for FY18 are between 75,000 and 236,000 cartridges per year. Anticipated requirements for FY19-23 are between 75,000 and 260,000 cartridges per year. The main components are the projectile, cartridge case, percussion primer, propellant, packaging, and link. DODIC A940, 25mm M910 Target Practice Discarded Sabot - Traced (TPDS-T), NSN: 1305-01-426-4359, P/N: 12961095, in support of the U.S. Army and the USMC. This training cartridge is fired from the M242 Bushmaster. Current anticipated requirements for FY18 are up to 62,480 cartridges. Anticipated requirements for FY19-FY23 are between 135,000 and 300,000 cartridges per year. The main components are the projectile, cartridge case, percussion primer, propellant, packaging, and link. DODIC A978, 25mm PGU-23/U, Target Practice (TP) cartridge, NSNs 1305-01-390-7977 and 1305-01-210-6802, P/Ns: 2001736 and 1397AS390, in support of the Air Force Special Operations Command (AFSOC) and the USN. This training cartridge is fired from the GAU-12. Current anticipated requirements for FY18 are 10,000 cartridges. Anticipated requirements for FY19-FY23 are between 7,500 and 260,000 cartridges per year. The main components are the steel projectile body, propellant, steel cartridge case, packaging, and percussion primer, and link. DODIC A982, 25mm PGU-25/U, High Explosive Incendiary (HEI) cartridge, NSN: 1305-01-199-6737, P/N: 1397AS590-1, in support of AFSOC. This tactical cartridge is fired from the GAU-12. Current anticipated requirements for FY18 are 130,000 cartridges. Anticipated requirements for FY19-FY23 are between range from 49,000 and 75,000 cartridges per year. The main components are the M505 fuze, steel projectile body, explosive, booster pellet, propellant, steel cartridge case, packaging, and percussion primer and link. DODIC AB70, 25mm, XM1081 Target Practice (TP) cartridge, NSN: 1305-01-584-9297, P/N: 13028813, in support of the United States Army. This training cartridge is fired from the 25mm XM25 Counter Defilade Target Engagement (CDTE) weapon system. It is designed to be a ballistic match training cartridge with the XM1083 High Explosive Airburst cartridge. Current anticipated requirements for FY18 are 22,150 cartridges. Anticipated requirements for FY19-FY23 are between 49,500 and 101,000 cartridges per year. The main components are an aluminum cartridge case, 0.50 caliber percussion primer, small arms propellant, inert steel projectile, and packaging. DODIC AA90, 30mm MK239, TP-T cartridge, NSN: 1305-01-524-0220, P/N: 7624841, in support of the USN. This training cartridge is fired from the MK46 weapon system. Current anticipated requirements for FY18 are 45,000 cartridges. Anticipated requirements for FY19-FY23 are 50,000 cartridges per year. The main components are an aluminum cartridge case, flashtube loaded with booster pellets, M36A2 percussion primer, propellant, a hardened steel projectile body, link, packaging, tracer and link. DODIC AA90, 30mm MK239, TP-T cartridge, NSN: TBD, P/N: 13047837, in support of the United States Army. This training cartridge is fired from the 30mm XM813 weapon system. Current anticipated requirements for FY18-FY23 are between 35,000 and 200,000 cartridges per year. The main components are an aluminum cartridge case, flashtube loaded with booster pellets, M36A2 percussion primer, propellant, a hardened steel projectile body, packaging, and tracer. DODIC AB01, 30mm MK238 Mod1, HEI-T cartridge, NSN: TBD, P/N: 13047839, in support of the United States Army. This tactical cartridge is fired from 30mm XM813 weapons system. Current anticipated requirements for FY18-FY23 are between 15,000 and 125,000 cartridges per year. The main components are an aluminum cartridge case, flashtube loaded with booster pellets, M36A2 percussion primer, propellant, projectile loaded with HEI mix and tracer, fuze, packaging and packaging. DODIC AB61, 30mm MK317, TPDS-T cartridge, NSN: TBD, P/N: 13047841, in support of the United States Army. This training cartridge is fired from 30mm XM813 weapons system. Current anticipated requirements for FY18-FY23 are between 5,000 and 150,000 cartridges per year. The main components are an aluminum cartridge case, flashtube loaded with booster pellets, M36A2 percussion primer, propellant, saboted projectile, packaging, and tracer. DODIC AB51, 30mm MK258 Mod1, APFSDS-T cartridge, NSN: TBD, P/N: 13047838, in support of the United States Army. This tactical cartridge is fired from 30mm Xm813 weapon system. Current anticipated requirements for FY18-FY23 are between 20,000 and - 75,000 cartridges per year. The main components are an aluminum cartridge case, flashtube loaded with booster pellets, M36A2 percussion primer, propellant, saboted tungsten projectile, packaging, and tracer. DODIC B104, 30mm, PGU-13D/B HEI, NSN: 1305-01-579-2134, P/N: 200828460-10, in support of the USAF. This tactical cartridge is fired from the GAU-8. Current anticipated requirements for FY18 are 60,000 cartridges. Anticipated requirements for FY19-FY23 are between 40,000 and 165,000 cartridges per year. The main components are an aluminum cartridge case, HEI projectile, Composition A-4, M36A2 percussion primer, flashtube, packaging, and propellant. DODIC B116, 30mm, PGU-15A/B TP, NSN: 1305-01-462-8733, P/N: 200610300-70, in support of the USAF. This training cartridge is fired from the GAU-8. Current anticipated requirements for FY18 are 650,000 cartridges. Anticipated requirements for FY19-FY23 are between 310,000 and 840,000 cartridges per year. The main components are an aluminum cartridge case, nose cap, projectile body, M36A2 percussion primer, flashtube, packaging, and propellant. DODIC B118, Light Weight (LW) 30mm M788 Target Practice (TP) cartridge, NSN: 1305-01-268-7274, P/N: 12902727, in support of the U.S. Army. This training cartridge is fired from the M230 Autogun mounted on the Apache and Blackhawk helicopters. Current anticipated requirements for FY18 are 877,000 cartridges. Anticipated requirements for FY19-FY23 are between 250,000 and 1,000,000 cartridges per year. The main components are a steel projectile body, aluminum nose, aluminum cartridge case, flashtube loaded with black powder or booster pellet, electric primer, packaging, and propellant. DODIC B129, LW 30mm M789 High Explosive Dual Purpose (HEDP) cartridge, NSN: 1305-01-268-9373, P/N: 12902728, in support of the U.S. Army. This tactical cartridge is fired from the M230 Autogun mounted on the Apache and Blackhawk helicopters. Current anticipated requirements for FY18 are 60,000 cartridges. Anticipated requirements for FY19-FY23 are 40,000 cartridges per year. The main components are a steel projectile body, aluminum nose, aluminum cartridge case, flashtube loaded with black powder or booster pellet, electric primer, packaging, and propellant. The manufacturing process for these various 20mm, 25mm and 30mm cartridges includes, but is not limited to: manufacturing of projectiles, fuzes, propellant, cartridge cases; flash tube loading; cartridge case priming and loading with propellant; projectile insertion; case crimp; and Load, Assemble, and Pack-out (LAP) of the completed cartridges. The LAP requires highly specialized facilities, equipment, and tooling for the safe storage, handling, transportation, weighing, consolidation and testing of high explosives and fuzes. In most cases, the production processes dealing with high explosives and fuzes must be performed remotely. The facilities must be specially designed and fabricated to meet DoD hazard/safety standoff requirements in order to mitigate the risk of propagation in the event of an unintended initiation of explosive materials. Additionally, the LAP personnel must be specially trained to work with explosives. For each step of the manufacturing process, sophisticated test and measuring equipment is required to ensure the final products comply with Government requirements. Production support equipment includes material handling systems, tool room equipment, furnaces for heat treat and annealing, metal forming and machining equipment, anodize and phosphate systems, ultrasonic and x-ray test equipment and metrology and metallurgy laboratories. A ballistic test range must be available to perform First Article Acceptance Tests and Lot Acceptance Tests on these cartridges. Other critical skills required to manufacture these 20mm, 25mm and 30mm cartridges include, but are not limited to: ammunition process/design engineers, explosive experts, set-up mechanics and operators, quality control engineers, certified ultrasonic and x-ray technicians, metallurgists, and ballistics test personnel. Specifications: The 25mm M793 TP-T, 25mm M910 TPDS-T, 25mm PGU-23/U TP, 25mm PGU-25/U HEI, 30mm MK239 TP-T, 30mm MK238 HEI-T, 30mm MK317 TPDS-T, and the 30mm MK258 APFSDS-T cartridges are to be procured to Performance Specifications which are classified Distribution Statement "D". The 20mm PGU-27 A/B TP BP, 20mm PGU-27 A/B TP & PGU-30 A/B TP-T linked, 20mm PGU-28 A/B SAPHEI, 20mm PGU-30 A/B TP-T BP, 20mm M940 MPT-SD, 20mm MK244-0 APDS, 30mm PGU-13D/B HEI, 30mm PGU-15 TP, LW30mm M788 TP, and the LW30mm M789 HEDP cartridges are to be procured to TDPs which are classified as Distribution Statement "D". Distribution Statement "D" means distribution is authorized to the Department of Defense (DoD) and U.S. DoD contractors only (Critical Technology). These TDPs/Performance Specifications contain technical data whose export is restricted by the Arms Export Control Act, (Title 22, U.S.C., Section 2751 et seq.) or the Export Administration Act of 1979, as amended, Title 50, U.S.C., app 2401, et seq. Violations of these export laws are subject to severe criminal penalties. Offerors must be registered with the U.S./Canada Joint Certification Office to obtain a copy of the TDPs/Performance Specifications. TDPs/Performance Specifications will not be provided at this time. Planned Acquisition: The Government is seeking interested sources to fulfill FY18-23 requirements. It is contemplated that two (2) awards may be made for these requirements. Submission Information: Interested U.S./Canadian firms who feel they are capable of manufacturing the above cartridges are invited to indicate their interest by providing the Government: 1) A brief summary of its company's capabilities, facilities, personnel, and past manufacturing experience, and 2) Monthly production capacities with assumptions about the number of shifts and any other production factors that may affect monthly capacities. Information shall be provided electronically to Mrs. Luana Gredell at luana.j.gredell.civ@mail.mil. Offerors are instructed to include "20mm, 25mm and 30mm Medium Caliber Cartridges" as the subject of its response. Please respond no later than 30 calendar days from this synopsis' posted date. This market survey is for planning purposes only and the requirements may change. This shall not be construed as a Request for Proposal or as an obligation on the part of the Government. The Government does not intend to award a contract on the basis of this market survey or otherwise pay for information solicited.
