Description
Location map for all recreation areas Past Performance Questionnaire for offerors to fill out Solicitation package for vault pumping The US Army Corp of Engineers, Portland District, Contracting Division, 333 SW 1st Avenue, Portland, Oregon 97204 is issuing a Request for Quote (RFQ) to establish a Blanket Purchase Agreement for Vault Toilet Pumping and Disposal Services at six (6) Bonneville Recreation Areas, Bonneville Lock and Dam Project, Cascade Locks, OR. The Corps of Engineers will award up to three (3) Blanket Purchase Agreements resulting from this solicitation. This solicitation is offered as a small business set-aside under NAICS 562991. The Contractor shall provide all supervision, labor, equipment, transportation, materials, and any other items necessary to provide vault pumping and disposal services at six (6) recreation areas that are near the Bonneville Lock and Dam Project, I-84, Exit 40, Cascade Locks, OR 97014-0150, in Multnomah County. Contractor shall ensure that: Each vault is pumped to no greater than 3 inches above the bottom in order for the pumping service to be considered acceptable; All debris, to include but not limited to rocks, bottles, and dead animals, are to be removed at the time of waste removal in order for the pumping service to be considered acceptable; A minimum of 350 gallons and no more than 400 gallons of fresh water shall be placed into vault after removal of wastes; The access hatch is securely shut and locked before departing, and; Any and all spillage occurring during pumping operations shall be cleaned. When vaults are nearing their capacity, pumping services will be purchased via a BPA Call so that waste is removed prior to their capacity being exceeded. An Authorized Ordering Official shall notify all BPA Holder(s) with Call details in order to compete the requirement. BPA Holder(s) that respond to the requirement shall then be evaluated on lowest price and award the Call. Reference the Performance Work Statement and BPA Terms and Conditions within the solicitation for further details. The Government anticipates awarding the BPA for a base period and two (2) option periods. The period of performance is anticipated to be: Base: 26 September 2016 through 25 September 2019 (3 year period) Option Year 1: 26 September 2019 through 25 September 2020 (1 year period) Option Year 2: 26 September 2020 through 25 September 2021 (1 year period) Responses to the solicitation will be sent via email to: dawn.r.simpson@usace.army.mil Responses are to include (reference Offeror Checklist in the solicitation for further details): 1) Vendor name, address, point of contact, phone number, and email address 2) Vendor quotes for work described and a signed solicitation 3) Vendor to provide other documentation to support the proposal Point of Contact for small business questions or assistance is Carol McIntyre, the Portland District Deputy for Small Business, at email carol.a.mcintyre@usace.army.mil or 503-808-4602.
