Description

SYNOPSIS: The VA San Diego Healthcare System has a requirement for SERVICE to INSTALL Fall Protection scaffolding system along the East and South sides of an existing parking garage located at VA Medical Center San Diego, CA. A Firm-Fixed Price Construction award is anticipated. A System for Award Management (SAM) and Center for Verification Excellence (CVE) / Vendor Information Pages (VIP) certified / registered Service Disabled Veteran Owned Small Business contractor shall provide all labor, materials, tools, equipment, supervision, training and third party testing / inspection / certification services as required by the solicitation announcement and statement of work. The intent of this service includes but is not limited to provide a fall protection system for the existing parking garage including scaffold system with netting to prevent falls. Scaffold system shall comply with Occupational Safety and Health Administration (OSHA) requirements and shall be designed by a licensed engineer. Engineer is to conduct at a minimum two (2) site visits; one of which should be a final inspection of the installed scaffolding system. Scaffold system will be rented for up to 12 months with an extension option of 6 months for the portion located on the South side. Contractor is to provide two (2) installation options to the Government within two (2) weeks of contract award / Notice to Proceed (NTP) issuance. After scaffold system is selected, contractor is to provide design drawings, calculations, erection work plan(s), and installation schedule within 7 calendar days. Installation of the scaffold at the East side may be done during regular working hours (Mon-Fri 7AM-4:30PM) if contractor provides adequate and proper protection to vehicles parked adjacent to the work area. The South side is the main entrance and exit to the parking garage. Work at this side is to be done on weekends (Saturdays & Sundays) when the parking garage is closed. The parking garage is open Mon-Fri from 5AM until the last car leaves. ADD ALTERNATE: Provide daily inspection of the scaffold system by a competent person as required by OSHA. The competent person shall provide a daily inspection as well as field report to document such inspection. This daily inspection includes weekends and holidays for one year. NAICS: 238190; Small Business Size Standard: $15,000,000.00; Project Magnitude: Between $25,000.00 and $100,000.00 USD. Period of Performance / Contract Completion Time will be 45 Calendar Days from receipt of contract award and the Notice to Proceed (NTP); EXCLUDES ADD ALTERNATE(S).
