- Sources Sought Sole Source Justification: TELEDYNE BENTHOS The Atlantic Oceanographic & Meteorological Laboratory (AOML)/ Physical Oceanography Division (PHOD) located in Miami, FL intends to purchase a one (1) UTS-9425M-L6 Deck Unit from Teledyne Benthos located in North Falmouth, MA. Teledyne-Benthos has been identified as the only company that can provide the supply needed that also meets the Government's intended use. The item listed above is essential to the successful progression of the Western Boundary Time Series project and the Southwest Atlantic Meridional Overturning Current projects. It will be most advantageous to the Government to contract with Teledyne-Benthos to provide the needed items. There are several reasons to justify this position. A deck box is used to communicate with the Inverted Echo Sounder (IES) developed by The University of Rhode Island (URI). The Atlantic Oceanographic & Meteorological Laboratory (AOML)/ Physical Oceanography Division (PHOD) has purchased 12 IES' from URI that have been deployed over the past 5 years. Since these instruments are deployed for periods of up to 5 years, URI developed a technique of condensing the data and transmitting it acoustically to a ship so that the instruments do not have to be brought to the surface to get the data. The system URI developed uses a complicated structure of various acoustic frequencies, pulse widths, and timing differences to transmit the information to the ship. The ship then uses a deck box set to decode these acoustic signals into digital information that is recorded and converted by a computer into data values for the scientists. URI developed this system around the Teledyne-Benthos Acoustic Deck Box. It is the only system of this type that has the proper acoustic receiver channels, decoding circuitry, and computer interface that will work with the URI system. URI has developed extensive software to decode the data from the Teledyne-Benthos Acoustic Deck box and make the conversions from the Teledyne-Benthos output to useable oceanographic information. The Deck Box must meet the following technical specifications:  Deck Unit with a Frequency band in the range of 9-15KHz 25 meter Transducer Cable Oil-Filled Omni Directional Transducer Firmware for communicating and acoustically downloading the data from Pressure Inverted Echo sounder's (PIES) from the University of Rhode Island (URI) Teledyne-Benthos is the only known source that can provide the items that are required in order for AOML/PHOD team to successfully complete their mission. The intended procurement is for aforementioned items which the Government intends to acquire under the guidelines of FAR Part 13, Simplified Acquisitions Procedures. The Government intends to solicit and negotiate with the only known source (Teledyne-Benthos) under the authority of FAR 13.106-1(b). However, all proposals received prior to the close of this notice will be considered by the Government. This is not a request for proposals and there is no solicitation available at this time. The Government reserves the right to solicit bids based on the receipt of affirmative responses to this notice or issue a purchase order to Teledyne-Benthos, whichever is determined to be more advantageous to the Government without further notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to be considered, firms must furnish detailed information concerning their capability to provide the needed supply. Interested firms should submit its name, address, point of contact, telephone number, and a brief statement regarding its capability to provide the specified supplies that provide the same fit, form and function as the ones specified above. Any responses that provide for supplies other than those specified must be accompanied by descriptive literature and show they meet the same form, fit and function. Also include the name, telephone number, and point of contact for businesses or other Government agencies to which it has previously provided the supply.
