- Notice of Intent- The USDA, ARS, SEA intends to award a sole source procurement to LI-COR, Inc. 4421 Superior St., Lincoln, NE 68504., as they are the sole source for this type covariance system pursuant to the authority of 41 U.S.C. 253(c) (1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy agency Requirements. The award will be for an eddy covariance (EC) system used for monitoring ag-ecosystem and irrigation research. Specifically, this system must include: one open path C02/H20 analyzer, two data processing devices, and solar power supplies. The C02/H20 analyzer is required to be capable of making simultaneous C02 and H20 flux measurements in the free atmosphere and logging complete eddy covariance datasets, including wind speed measurements from a sonic anemometer and biological and meteorological variables with a biomet system providing fully processed flux results in real time with the data processing devices. Main specifications of the C02/H20 analyzer include the calibration Range: 0-3000 ppm for C02 and 0-60 mmol/mol for H20; Accuracy: within 1% of reading (nominal) for C02 and H20; Zero drift (per °C): ±0.1 ppm typical, ±0.3 ppm max for C02 and ±0.03 mmol/mol typical, ±0.05 mmol/mol max for H20; Direct sensitivity to H20 (mol C02/mol H20): ±2.00E-05 typical, ±4.00E-05 max for C02; Direct sensitivity to C02 (mol H20/mol C02): ±0.02 typical, ±0.05 max for H20. Type: Absolute, open-path, non-dispersive infrared gas analyzer; Detector: thermos-electrically cooled lead selenide; Bandwidth: up to 20Hz; Path Length: 12.5 em; Operating Temperature Range:- 25 to 50 °C; Relative Humidity Range: 0-95% (non-condensing); User Interface: Windows® based software supports all setup, configuration and calibration functions through RS-232 or Ethernet ports; Outputs: RS-232, SDM, Ethernet, user-scalable 16 bit DACs; Inputs: Ethernet, analog input channels. Power requirements: 10.5-30 VDC; Head weight:< 1kg. The solar power supplies should be capable of providing reliable power required by the CH4 and C02/H20 analyzers using sunlight as the energy resource. The delivery requirement for this system is 60 days after receipt of order. The Government intends to award a firm fixed price Purchase Order on or about August 19, 2016, using Simplified Acquisition Procedures. This Notice of Intent is not considered a Request for Quotation (RFQ) nor is it a Request for Proposals (RFP). No solicitation document is available and telephone requests will not be honored. Interested persons may identify their interest and capability to respond to this requirement. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. The Government will consider all responses received by 4:00PM central time, August 18, 2016. Information received will be considered solely for determining whether to conduct a competitive procurement.
