- Lot structure, Set-Aside and Quantity This is a pre-solicitation notice, NOT a solicitation. The solicitation has NOT yet been issued. Solicitation Number: SPE1C1-16-R-0158 This requirement is for the following: Item: Afghan National Army (ANA) Coat/Trouser Afghan National Police (ANP) Coat/Trouser: - Afghan Uniformed Police (AUP) Coat/Trouser - Afghan Border Police (ABP) Coat/Trouser - Afghan Local Police (ALP) Coat/Trouser - Afghan National Civil Order Police (ANCOP) Coat/Trouser Specification: •- Trouser, Afghan National Army: GL/PD 07-14B dated November 5, 2010 •- Coat, Afghan National Army: GL/PD 07-13B dated 5 November 2010 •- Coat, Afghan Nation Police: shall be made in accordance with Type VII, MIL-DTL-44048H, dated 30 November 2000 •- Trouser, Afghan Nation Police: shall be made in accordance Type VII, CR/PD-03-02B, dated May 21, 2003 Destination: Pendergrass, GA FOB Destination Unit of Issue: Coat: EACH (EA) - Trouser: PAIR (PR) Duration Of the Contract Period: 36 Month Ordering Period. Production Lead Time: 120 days Five awards will be made under this solicitation: See attachment for lot structures, quantity and set-aside. This solicitation will result in firm fixed price contract. This procurement will be utilized using Best Value Trade Off method of source selection. Inspection and Acceptance is at Origin. All material used in the fabrication are to be furnished by the successful offeror. Solicitation will be posted on the DLA DIBBS Home Page https://www.dibbs.bsm.dla.mil/. Detailed system requirements and instructions for registration can be found on the DLA DIBBS Home Page. The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as "The Berry Amendment") impose restrictions on the DoD's acquisition of foreign products and services. Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012) and "specialty metals" (as defined in DFARS clause 252.225-7014), including the materials and components thereof (other than sensors, electronics, or other items added to, and not normally associated with clothing), must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies.
