- INTRODUCTION: THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) intends to negotiate and award a purchase order on a noncompetitive sole source basis to Johns Hopkins University (JHU), Department of Health Behavior & Society, 624 North Broadway Baltimore, Maryland 21205 to provide Rotations for Medical Genetics Trainees for the National Institute of Health (NIH), National Human Genome Research Institute (NHGRI). Background : This is a Follow-On requirement. The sole source determination is based on the fact that the National Institute of Health (NIH) mission is to seek fundamental knowledge about the nature and behavior of living systems and the application of that knowledge to enhance health, lengthen life, and reduce illness and disability. The National Human Genome Research Institute (NHGRI), mission has expanded to encompass a broad range of studies aimed at understanding the structure and function of the human genome and its role in health and disease. The National Human Genome Research Institute (NHGRI), Social and Behavioral Research Branch/DIR/Public Health Genetics Section and the Department of Health, Behavior and Society in the Bloomberg School of Public Health at the Johns Hopkins have a shared interest in scientific progress in the field of genetic counseling as well as in training the next generation of outstanding investigators who will advance the field. These organizations have chosen to jointly cooperate in the training of master’s level and doctoral level students in genetic counseling. Purpose and Objectives: This is a joint collaboration of a Memorandum of Understanding (MOU) between John’s Hopkins University and the National Human Genome Research Institute (NHGRI) designed specifically to train individuals to practice genetic counseling clinically while preparing graduates with the tools necessary to add to the present research literature. The Johns Hopkins University Bloomberg School of Public Health and faculty offer day-to-day administrative support towards the program as well as academic course support for each graduate school student. The Johns Hopkins University will provide didactic instruction, academic support and thesis mentoring including the awarding of master’s and doctoral degrees to candidates that have successfully completed the requirements specified by the University and its faculties. The Bloomberg School of Public Health will provide the basic formal educational structure for the students within its present programs, including administrative and course support. Procurement: Support scholarships for four fellows and administrative support for four 1 st year fellows and five 2 nd year fellows. Period of Performance : August 2016 through August 2017 Additional Information: Contractor’s Requirement : Shall maintain long term commitments to all graduate students for continued guidance. Shall encourage students to have short-term research opportunities. Shall ensure that additional students recruited are of at least the same academic standard of current students. Shall maintain adjunct faculty status for NIH investigators involved in program. Shall offer admissions support through the Office of Graduate Admissions. Faculty shall meet criteria for initial and continued membership in the graduate faculty. Faculty shall participate in graduate courses, seminars, research conferences journal club and the creation of new graduate level courses. Shall receive adjunct faculty appointment at the Johns Hopkins University. Regulatory Authority : This acquisition is conducted under the authority of the Federal Acquisition Regulations (FAR) Subpart 13.106-1(b) Soliciting from a single source and is not expected to exceed the simplified acquisition threshold, only one responsible source and no other supplies or services will satisfy agency requirements. This requirement is under the SAT of $150,000.00. Statutory Authority : This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13—Simplified Acquisition Procedures, Contracts awarded using FAR Part 13—Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6—Competition Requirements. Closing Statement: Industry Classification (NAICS) Code is 611430, Professional and Management Development Training and small business size standard is $11.0M. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures, therefore the requirements of FAR Part 6 B Competitive Requirements are not applicable (FAR Part 6.001). The resultant Contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 05-89 (July 14, 2016). This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties’ bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov.” A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement. All responses must be received no later than 7:30 a.m. Eastern Standard Time (EST), August 12, 2016; and must reference synopsis number HHS-NIH-NHLBI-CSB-(HG)-2016-244-DM, may be submitted to the National, Heart, Lung and Blood Institute, COAC Services Branch, Office of Acquisitions, Office of Management, 6701 Rockledge Drive, Suite 6149, Bethesda, Maryland 20892-7902, Attention: Dorothy Maxwell.
