- The Hellenic Air Force General Staff (HAFGS) intends to issue an Invitation for Bids (IFB) for the provision of fuel storage and supply facilities at Elefsis Airfield and a pipeline connection to ELDA (Aspropyrgos) Refinery. In order to bid on this project, a U.S. prime contractor must 1) maintain a professionally active facility (office, factory, laboratory, etc.) in the United States, 2) be pre-approved for participation in NATO International Competitive Bidding (ICB), 3) have an active SECRET-level Facility Security Clearance, and 4) be nominated to the bidders list by the U.S. Government. The reference for the IFB to be issued is IFB-HAFGS-E-291N and all correspondence in the relation to the procurement shall refer to this reference. Contractor selection will be based on the lowest compliant bid. The project will not be divided into different contracts and lots. TECHNICAL DESCRIPTION The scope of this project is the construction of a new jet fuel site installation (JFSI) at Elefsis Airfield for K/C-135 aircraft, hydrant refueling pits on the parking apron and bottom loading points for fuel trucks. The JFSI will be constructed near the aircraft parking apron and will include: - The construction of a new underground 8" fuel pipeline of 11.350 m total length transferring 180 m3/h from Aspropyrgos refinery (ELDA) to the new fuel tanks (to be constructed) at Elefsis Airfield. - The construction of a new pump station of 180 m3/h flow rate at the ELDA site comprising flow meters, air eliminators and filters. - The construction of four semi-buried vertical fuel storage tanks 1.250 m3 each. The tanks will be metallic, epoxy coated inside, with concrete shell protection outside. For each tank, a horizontal access tunnel will be constructed equipped with piping, manholes, and valves. The tanks will be equipped with a drainage system, automatic level measuring system, overflow and low level control system, as well as fuel sampling and deposit equipment. - The construction of a pump and filter station in a semi-protected building to provide fuel to the hydrants at 180 m3/h trough an 8" stainless steel loop pipeline and to the bottom loading points for fuel trucks at 60 m3/h each. The station will operate pressurized in automatic, semi-automatic, and manual modes. - The installation of an electric power generator of 250 KVA in a separate room inside the pump station building. - The construction of two bottom loading points for fuel trucks equipped with pantograph systems. - The construction of seven (7) hydrant refueling pits. - The construction of a pipeline flushing system for the refueling loop on the aircraft parking apron. BECOMING ELIGIBLE TO BID NATO ICB requires that the U.S. Government nominate U.S. prime contractors to the bidders list. Before the U.S. Government can nominate a U.S. prime contractor to the bidders list for this procurement, the U.S. firm must be approved for participation in NATO ICB. U.S. firms are approved for NATO ICB on a facility-by-facility basis. The U.S. NATO ICB application is a one-time application. The application requires supporting documentation in the form of 1) a company resume indicating contracts completed as a prime contractor and 2) an annual report or set of financial documents indicating compilation, review, or audit by an independent CPA. If, when submitting the application, your firm is interested in a specific NATO ICB project, please include the following in the text of your email: - the title and/or solicitation number of the project - the name/phone/FAX/email of the point of contact for the bid documents After approval of your one-time NATO ICB application, the U.S. Department of Commerce will then know to follow up by issuing a Declaration of Eligibility (DOE) for that project. NATO member governments use a DOE to nominate an approved firm to the bidders list for a particular NATO ICB project. IMPORTANT DATES: - Request a DOE (and, for firms new to NATO ICB, submit a completed one-time NATO ICB application): 15 September 2016 - IFB planned to be released: 03 - 14 October 2016 - Estimated bid closing date: 06 December 2016 - Project completion: within 24 months from the date contract is signed
