- This is a Special Notice of intent to procure sampling design analysis for optimal fishery-independent monitoring for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Pacific Islands Fisheries Science Center (PIFSC) on a sole source basis with the Ault Group. The Government intends to acquire services using FAR Part 13, Simplified Acquisition Procedures. The NAICS code for this procurement is 541620 with a corresponding size standard of $15.0 million. This Special Notice is not a request for competitive proposals and no solicitation package is available; however, other potential sources with the expertise and required capabilities may submit such data which demonstrates the ability to complete the requirements as stated below. Submissions are due no later than August 19, 2015 at10:00 a.m. HAST. Oral communications are not acceptable in response to this notice. Responses shall be emailed to Contracting Officer Stephanie Garnett at Stephanie.M.Garnett@noaa.gov. A determination not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. It is the Government's belief that only the Ault Group can perform this requirement. The proposed Contractor, the Ault Group, will: Work closely with PIFSC Staff in the optimal survey sampling design and calculation of abundance and sizes for the Main Hawaiian Islands bottomfish fishery-independent survey. In collaboration with PIFSC Staff, the vendor will: • Conduct survey map quantification analysis for the main 8 Hawaii islands from the depth-backscatter data and map products. • Examine sources of bias due to aggregating habitat and catch data at different spatial scales. • Examine differences in seasonality of abundance and size structure. • Determine the optimal expansion of the fishery independent survey both temporally and spatially, for research projects conducted during the time frame of this contract. • Determine methods to calculate relative and absolute abundance, and to calculate representative size structure, given past and future sampling methods. The survey work will build on recent collaborative gear calibration efforts and will include analysis of data from cooperative research fishing, and cameras (BOTCAM and MOUSS) across the entire main eight Hawaiian Islands utilizing high resolution maps to optimize the sampling strategy and evaluate statistical properties (e.g., bias, accuracy, and precision) of current sampling and monitoring program designs. Efforts should identify cost-effective implementation strategies while at the same time improving the accuracy and precision for future sampling and monitoring designs. All vendors doing business with the Government are required to be registered with the System for Award Management (SAM) and are required to complete the electronic representations and certifications via the SAM website.
