Description
The Naval Special Warfare (NSW) Command, Contracting Department, San Diego CA 92155 intends to award a 100% Small Business Set-Aside, Firm Fixed Price Contract to provide a comprehensive Edged Weapons and Close Quarters Combatives COI consistent with NNSW and/or Special Operations Forces (SOF) operations. The purpose of this training is to provide NSW personnel with essential mission applicable skills for close arms combatives with edged weapons for low visibility operations during deployment and maintain reasonable levels of force protection. The Contractor will provide the following: • Personnel, management, materials, equipment, and facilities necessary to provide a comprehensive Edged Weapons and Close Quarters Combatives COI consistent with NSW and/or Special Operations Forces (SOF) operations. • Five (5) day Edged Weapons and Close Quarter Combatives COI for twenty (20) students. The instructor to student ratio will be no less than 3:1. • All training should focus on the defensive and offensive aspects of close quarters combat with both edged weapons, blunt weapons, and empty hand combatives. • A developed curriculum stressing the importance of empty hand, blade combatives, and improvised weapons, as well as all applicable tactics for low visibility operations in high threat foreign countries. Force-on-force drills, live-fire exercises, and threat awareness and reaction speed drills, during real-world scenarios utilizing a concealed carry platform, is what the SOF operator needs. • All training should focus on the defensive and offensive aspects of close quarters combat with a Combat Pistol. Hands on, practical lessons consisting of 10% classroom and 90% simunitions and live-fire scenario-driven exercises will suffice. • The emphasis needs to be on the real world conditions and the problems that will be encountered in these engagements. • All course materials. All documentation submitted for verification of contractor personnel qualifications and licenses will be provided to the Contracting Officer during quote submission to allow for review and verification prior to contract award. The period of performance will be as follows: 17 - 21 October 2016 The place of performance shall be conducted at a Government facility at JEB Little Creek, Virginia Beach, VA. The services will be acquired in accordance with the Federal Acquisition Regulation (FAR) Part 12 - Acquisition of Commercial Items and FAR Subpart 13.5, Test Program for Certain Commercial Items. The North American Industry Classification System (NAICS) code for this acquisition is 611699 All Other Miscellaneous Schools and Instruction. The size standard is $11M. A complete Request for Quote package will be available for downloading at the FBO website: http://www.fedbizopps.gov on or about 19 August 2016. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above sites; this office will no longer issue hard copy solicitations. By submitting an offer, the offeror is self-certifying that neither the requestor not the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contrast from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a contractor ineligible for award. Contractors may obtain information on registration and annual confirmation requirements by calling 866-606-8220, or via Internet at https://www.sam.gov/portal/public/SAM/. Please direct all questions regarding this requirement via e-mail to the POC identified in this synopsis. Quotes must be valid for 90 days. Email is the only acceptable method of submission. No facsimile quotes will be accepted. All quotes must be emailed with the RFQ Number in the subject line. Submission of quotes through the FBO system is not permitted. Contractors are responsible for verifying receipt of their quotes to this office before quote due date and time.
