- Entertainment Industry Public Health Education Webcasts Intent to Sole Source Entertainment Industry Public health Education Webcast: Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services (AMS) on behalf of PSC, Substance Abuse and Mental Health Services Administration (SAMHSA) Center for Substance Abuse treatment (CSAT), Office of Director, Office of Consumer Affairs (OCA) intends to sole source to: Entertainment Industries Council, Inc. 1856 Old Reston Avenue, STE 215 Reston VA, 20190 - 3330 Entertainment Industries Council, Inc. (EIC) is uniquely and solely qualified to accomplish the set of task(s) outlined in this purchase order. The Entertainment Industries Council has conducted this type of work for SAMHSA in the past with a high degree of success. They have the industry contacts and the webinar facilities that are necessary to conduct this type of work. EIC has an established reputation working with the entertainment industry on issues related to mental illness and substance use disorders. For this reason they are poised to be the best possible vendor for this work. Entertainment Industries Council, Inc. shall work to educate broadcast industry producers and writers, technical and non-technical production staff, the magazine industry editors who cover the entertainment industry, and the general public on how the use of language can affect the broader community as it relates to mental and/or substance use disorder issues. The effort aims to increase the knowledge and understanding within these sectors about how the use of language can positively or negatively affect public opinion about individuals who have or are in recovery from mental and/or substance use disorders. Moreover, this project aims to convince the target training cohort that it is in the best interest of the production company to accurately portray those with these conditions. It seeks to establish better examples for the broader society to on why it is important to accept and support those with mental and substance use disorders. The Substance Abuse and Mental Health Services Administration will seek to educate television and cable TV producers and series screen writers and the entertainment journalists and authors on how to best use language that promotes a better understanding of behavioral health issues. The goal is to create within the entertainment industry broadcast and print products that are free of bias and discriminatory language. The Entertainment Industries Council has conducted this type of work for SAMHSA in the past with a high degree of success. They have the industry contacts, the television and webcast facilities that are necessary for the conduct of this work. EIC has also written the glossary of terms to be used by the industry to evade the perpetuation of incorrect terminology. They have established connections to television, radio and print writers, producers and directors, many of whom see EIC as a resource for depicting proper portrayal of persons with a mental illness and or substance use disorder. This is not a solicitation for competitive proposal. No solicitation document is available. All responsible sources that have determined that they can provide the same services may submit product information and a capabilities statement addressing their specific abilities regarding this requirement. A determination by the Government not to compete this proposed contract base upon responses to this notice is solely within the discretion of the government.
