REQUEST FOR INFORMATION - LOOKING FOR VENDORS THAT CAN PROVIDE THE BELOW REQUIREMENT. PLEASE CONTACT ME VIA EMAIL AND PROVIDE YOUR DUNS #, SIZE, AND POINT OF CONTACT. FIRM FIXED PRICE SCOPE STATEMENT OF WORK (SOW) DEPARTMENT OF COMMERCE (DOC) NATIONAL OCEANIC AND ATMOSPHERIC ADMINISTRATION (NOAA) NATIONAL WEATHER SERVICE (NWS) PURCHASE REQUEST - - NWWT4202-16-00189SRG 1. BACKGROUND: The National Weather Service Tucson, Arizona Weather Forecast Office (WFO) is currently operating with a Marathon Electric diesel generator, Model 432RSL4015, as an emergency backup power supply. The generator is leaking coolant from the radiator and will need repairs prior to the generator overheating causing failure. The National Weather Service wishes to replace the existing radiator, coolant and perform full service. 2. GENERAL INTENTION: It is the intention the National Weather Service to award a contract for the repair of the leak through the removal and replacement of one radiator, water pump, hoses and belts, thermostat and all associated fluids such as engine oil and coolant. 3. LOCATION: National Weather Forecast Office, 520 N. Park Ave STE 304, Tucson, Arizona 85719-5035. 4. GENERAL REQUIREMENTS: The contractor shall provide all supervision, labor, tools, materials, equipment, transportation and disposal necessary to remove and replace one diesel radiator, water pump and thermostat and all associated belts, hoses, fluids and engine oil for a Marathon Electric 432RSL4015, 200kW generator. All parts shall be new, not refurbished. Contractor shall conduct work in a timely and professional manner with minimal interruption of services to the WFO and in accordance with all applicable Federal, State, Local, OSHA, EPA, electrical and facilities codes and criteria. The Contractor Shall: a. Schedule the onsite work, at least five days prior to commencing, with the MIC, Michael Cantin. The work shall be performed during a period that will have a minimal impact on office staff and operations. b. Remove the existing diesel radiator, water pump, thermostat, and all associated belts, hoses, fluids, and engine oil. c. Provide and install one diesel radiator, water pump, thermostat, and all associated belts, hoses, fluids, and engine oil. Additional materials required to complete the work, such as hose clamps, Teflon tape, and thread lubricant/sealant will be provided by the contractor. The replacement parts must be of a like, similar, or new/improved model of like operating specifications and temperatures as the existing radiator, and shall be compatible with the existing temperature/alarm system. Repair of the radiator shall be performed off-site at a contractor-controlled facility. d. Connect power via cam-locks and they will connect to the stationary generator's breaker, so that in turn it will feed the Automatic Transfer Switch (ATS). e. Test the system after installation on-site to ensure proper operation and temperature, and will perform a leak check/pressure test. f. Provide a future parts list, and one year labor warranty. 5. SUBMITTAL REQUIREMENTS: All Submittals shall be provided within 15 calendar days following the issuance of the "Notice to Proceed" (NTP) by the Contracting Officer. The Contractor shall provide an electronic copy of each required submittal to the Contracting Officer and MIC for approval. The NWS will return approved electronic submittals to the contractor within seven days from receipt The following is a list of required submittals that shall be submitted by the Contractor for approval: a. "Project Work Schedule" with project commencement and completion dates. b. Name and phone number of the onsite supervisor and all job site technicians. c. Model numbers, serial numbers and specifications of radiator, water pump and thermostat. d. Warranty information for the new radiator, water pump, and thermostat. e. Maintenance procedures for the new radiator, water pump and thermostat. 6. TERM OF CONTRACT: The contractor shall complete work in thirty (30) Calendar Days from the issuance of the Notice to Proceed (NTP) by the Contracting Officer. 7. DEFINITIONS: Where "as shown", "as indicated", "as detailed", or words of similar import are used, it shall be understood that reference to the drawings accompanying this specification is made unless stated otherwise. Where "as directed", "as required", "as permitted", "approved", "acceptance", or words of similar import are used, it shall be understood that the direction, requirements, permission, approval, or acceptance of the Contracting Officer is intended unless stated otherwise. As used herein, "provided" shall be understood to mean "provided complete in place", that is "furnished and installed". 8. REGULAR WORKING HOURS: Regular working hours are from 0700 to 1600 Monday through Friday except Federal Holidays and any other day specifically designated by the Contracting Officer. "Regular Working Hours" means hours a contractor can expect to be allowed to perform work on site or be able to contact National Weather Service staff. Anything outside regular working hours must be pre-arranged and accomplished by permission from the MIC. Observance of Legal Holidays and Site Closure Information The Contractor hereby agrees to observe the following Federal holidays and any additional days designated by Federal Statute, Executive Order or Presidential proclamation: New Year's Day Labor Day Martin Luther King's Birthday Columbus Day President's Day Veteran's Day Memorial Day Thanksgiving Day Independence Day Christmas Day When any holiday falls on a Saturday, the preceding Friday is observed; when any holiday falls on a Sunday, the following Monday is observed. All personnel assigned to this contract shall limit their observation of holidays to those set forth above. In each instance, the Contractor agrees to continue to provide sufficient personnel to perform requirements of any critical tasks already in operation or scheduled, and shall be guided by the instructions issued by the Contracting Officer or the MIC. In the event of a site dismissal or closure due to weather, emergency or other circumstances, the contractor is instructed to contact the Contracting Officer or the MIC for guidance. 9. CONDUCT OF WORK The Contractor must ensure employees are physically able to accomplish the work specified herein. All such employees working on Government premises are subject to all applicable Federal rules and regulations with regard to entering and leaving the premises and building(s). Any contractor employee who is considered incompetent, careless, insubordinate, unsuitable, or otherwise objectionable or whose continued employment is contrary to the public interest by the government's designated representative will be promptly removed from the contract work upon notification to the Contractor by the Contracting Officer that such conditions(s) described above exist. Only Legal USA Citizens and Legal Immigrants are allowed to work on USA Government Construction Projects. 10. SAFETY REQUIREMENTS: All work shall be conducted in a safe manner and shall comply with Station Regulations, OSHA, Department of Labor Standards and Confined Space regulations. The Government will not provide safety equipment to the Contractor. The Contractor understands and agrees that the project site may be inspected during the performance of the contract for OSHA and Station safety violations. It is the Contractor's responsibility to correct any safety violations immediately and before work is resumed. The Contractor shall report any accidents that occur during the performance of this contract to the MIC within 24 hours of occurrence. Any damage to Government property and/or equipment by the Contractor or their employees shall be reported to the MIC without delay. Contractor shall be responsible for repairing, at no additional cost to the Government, any damage to Government property and/or equipment caused by the Contractor. The Contractor shall provide, as necessary and applicable, Safety Data Sheets (SDS) to the MIC where the information will be kept on file in accordance with applicable guidelines of the OSHA Hazard Communications Standard. Requirements pertaining to record keeping shall be strictly followed, with copies provided to the MIC as necessary and upon request. Any changes made to SDS prior to work completion will require new submissions by the Contractor to the MIC. The Contractor shall provide and maintain fire extinguishers in the project area. Flammable and combustible liquids shall be stored, dispensed and used in accordance with 29 CFR 1926, NFPA 241, NFPA 30 and NFP 10 (portable fire extinguishers). 11. STATION REGULATIONS: The Contractor and his employees shall become acquainted with and obey all Government regulations as posted, or as requested by the MIC. 12. GOVERNMENT FURNISHED PROPERTY, UTILITIES AND FACILITIES: A designated Government representative will, upon request, designate a specific area adjacent to the project site for a lay-down/staging area for equipment and materials to be used by the Contractor on this project. Electricity and water specific to this project will be furnished by the Government. There will be no additional Government furnished property, utilities or facilities. 13. CLEANUP: The premises shall be kept free at all times from accumulation of waste, used oil, used coolant and/or rubbish resulting from the work. Upon completion of the work, all debris, tools, used oil, used coolant and surplus materials shall be removed and the entire area shall be left in a neat and clean condition. All debris, trash, waste and surplus materials shall be removed from the site and be disposed of off station.
