Description
Recovery Workforce Outreach Study Intent to Sole Source Recovery Workforce Outreach and Education Pursuant to the authority of FAR 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source is reasonably available. The Department of Health and Human Services (DHHS), Program Support Center (PSC), Acquisition Management Services (AMS) on behalf of PSC, Substance Abuse and Mental Health Services Administration (SAMHSA) Center for Substance Abuse treatment (CSAT), Office of Director, Office of Consumer Affairs (OCA) intends to sole source to: NAADAC, the Association for Addiction Professionals 44 Canal Center Plaza, Suite 301 Alexandria, VA 22314 NAADAC, The Association for Addiction Professionals is the largest membership organization serving addiction counselors, educators and other addiction-focused health care professionals, who specialize in addiction prevention, treatment and education. NAADAC is also the premier global organization of addiction focused professionals who enhance the health and recovery of individuals, families and communities With over 11,000 members, 46 state affiliates and international affiliates, NAADAC's network of addiction professionals spans the United States and the world. NAADAC's members work to create healthier individuals, families and communities through prevention, intervention and quality treatment. NAADAC's expertise in technical assistance, training and certifying individuals to become addiction professionals lies in its long history of implementing evidence-based best practices and strategies to support interpersonal approaches to behavioral change. NAADAC also has a specific network of student members and provides resources through education seminars, conferences, webinars, trainings, etc. to help them prepare for the behavioral health workforce. NAADAC has created a system by which states can apply to host a forum and have experience in delivering messages and information to multiple students across the nation. For this reason they are poised to be the best possible vendor for this work. This project's objective is to building the Behavioral Health workforce by increasing the number of college and university students who choose to join the behavioral health field and want to specialize in this discipline. The project seeks to bring awareness to freshman and sophomore college students that the behavioral health field is a fulfilling, rewarding discipline and that the substance use and mental health field is a solid, viable option for them to consider as a career. Treatment for mental and/or substance use disorders produces proven lasting benefits for people with addictive disorders, their families and society. Effective treatment helps individuals achieve sustained reductions in alcohol and drug use, improve their physical and mental health, and lead more productive lives. People, in recovery, who have undergone treatment, are better able to raise families and contribute to their communities. Treatment also reduces criminal activity, significantly increases employment, and decreases homelessness among clients. As of February 2016 The White House reported over 20 million people insured through either the marketplace, Medicaid expansion, young people staying on their parents plans or other coverage provisions. This an increase of 2.4 million people insured from 2015. As families and individual access health coverage increase, their access to services also increases. It is SAMHSA's goal to ensure there are skilled workers to provide behavioral health services to all who seek it. The behavioral health field is aging and shrinking, largely due to retirement and misinformation on career paths for persons who choose to work in this field. This project will provide information to those who are at the initial stages of their education to better inform them of the benefits and rewards of choosing a career in the behavioral health field. This is not a solicitation for competitive proposal. No solicitation document is available. All responsible sources that have determined that they can provide the same services may submit product information and a capabilities statement addressing their specific abilities regarding this requirement. A determination by the Government not to compete this proposed contract base upon responses to this notice is solely within the discretion of the government.
