Description
Request For Information (RFI): Bio-Risk Quality Management System for Biological Select Agents and Toxins THIS IS NOT A REQUEST FOR PROPOSALS (RFP) OR A REQUEST FOR QUOTATIONS (RFQ); IT IS STRICTLY A REQUEST FOR INFORMATION (RFI). NEITHER UNSOLICITED PROPOSALS NOR ANY OTHER KINDS OF OFFERS WILL BE CONSIDERED IN RESPONSE TO THIS RFI. NO CONTRACT WILL BE AWARDED PURSUANT TO THIS ANNOUNCEMENT. TELEPHONIC INQUIRIES IN RESPONSE TO THIS RFI WILL NOT BE ENTERTAINED. 1.0 Disclaimer: This RFI is issued solely for information and planning purposes and does not constitute a solicitation. Neither unsolicited proposals nor any other kind of offers will be considered in response to this RFI. Responses to this notice are not offers and will not be accepted by the Government to form a binding contract. Respondents are solely responsible for all expenses associated with responding to this RFI. Respondents shall not submit any proprietary data. Responses to the RFI will not be returned. 2.0 Subject: The Biological Select Agents and Toxins (BSAT) Biosafety Program Office (BBPO) of the U.S. Army Medical Research and Materiel Command (USAMRMC), on behalf of the Secretary of the Army is conducting market research to assess commercial availability of a Quality Management (QM) System for BSAT Biosafety. The QM system must meet or exceed the specifications listed below and the BBPO wishes to obtain information from commercial sources that possess candidate systems capable of meeting these parameters, either in current state or in the near future. 3.0 Background: To enhance bio-risk mitigation, the Department of Defense (DoD) wishes to establish a Quality Management (QM) system focused on biosafety and biosecurity operations in DoD laboratories that use, produce, store, handle, transport, or destroy BSAT. The Bio-Risk QM system is envisioned to encompass principles identified in ISO 9001, ISO 45001 and ISO 3100; be structured to enable each Service (Army, Navy and Air Force) to comply within Service operational methods and applicable to BSAT work in the Research, Development, Test and Evaluation settings or that comply with other standards or regulations, i.e. ISO 17025, ISO Guide 34, DoDI 5210.88 or DA PAM 385-69. The Bio-Risk QM system would provide assurances via metrics, documentation, and auditability addressing: Composite Bio-risk Management, Identification / use of Validated Procedures, Key Procedure performance through Critical Control Point Identification and Monitoring, Preventative Maintenance and Communication. Data/report management within the BSAT Bio-Risk QM system would reside on DoD network(s), use DoD IT data system(s) and be compatible with other BSAT quality systems. Additionally, the DoD BSAT Bio-Risk QM system will need to be compatible other government agency collaboration, i.e. for information exchange. 4.0 Response Instructions: Respondents should address the following in their capabilities statement: A development plan demonstrating realistic and attainable timelines for development of a DoD BSAT Biosafety Quality Management system that can meet the essential characteristics. Respondents shall also include their business size and a listing of existing contracts/contract vehicles which they participate in (GSA, GSA OASIS, 8(a) STARS, NITAAC, etc.) Questions can be submitted until 19 August 2016 to the Government Point of Contact, via email. Responses will be posted via an amendment to the RFI on FedBizOps as soon as possible. 5.0 Point of Contact: All questions to this RFI shall be directed to Jeremy McMurry at jeremy.l.mcmurry.civ@mail.mil. Final responses, no more than five pages in length (12 point Times New Roman) to this RFI are due no later than 3:00 pm E.S.T. on 2 September 2016 to jeremy.l.mcmurry.civ@mail.mil. In addition to the five page limit, respondents may also submit company literature/brochures.
