- Statement of Work THIS IS A SOURCES SOUGHT ANNOUNCEMENT TO BE USED FOR MARKET ANALYSIS IN DETERMINING THE AVAILABILITY OF WATERLINE LOCATING SERVICE. **NO AWARD WILL BE MADE FROM THIS SOURCES SOUGHT** **DO NOT SUBMIT A QUOTATION OR PROVIDE COST AND PRICING DATA** **NO SOLICITATION IS AVAILABLE AT THIS TIME** ALL RESPONSES WILL BE USED TO DETERMINE THE APPROPRIATE ACQUISITION STRATEGY FOR THE POSSIBLE FUTURE ACQUISITION. REFERENCE NUMBER: EAFB WATERLINE LOCATING Ellsworth AFB (EAFB), South Dakota (SD) is seeking sources qualified and interested in furnishing all management, tools, supplies, equipment, transportation, and labor necessary to locate and mark all SD One-Call tickets (SD One-call is a Call Before You Dig Program) for EAFB's 16" water line in accordance with the stipulations of South Dakota Law Chapter 49-7A and Administrative Rules Article 20:25 and all industry standards consistent with underground utility locating. The subject water line is located between EAFB, SD and Rapid City, SD, with a 500' buffer on either side of the water line. EAFB claims a 25' easement on either side of the subject water line. EAFB is located approximately 10 miles northeast of Rapid City, SD just north of Box Elder, SD. The intent is to award at least one (1) Blanket Purchase Agreement (BPA) for this requirement. This is a reoccurring service for periodic water line locates in conjunction with third party construction, and not a one-time locating function. Services provided under this agreement do not require locating the 16" Water Line in its entirety; only the section(s) requested within a given SD One Call Ticket. Each SD One Call Ticket is limited to the number of grid location (not to exceed 6 grid locations) All interested parties are invited to provide information about your company/institution, or any teaming or joint venture partners. NOTE: IF YOU DO NOT INTEND TO SUBMIT A PROPOSAL FOR THIS PROJECT WHEN IT IS FORMALLY ADVERTISED, PLEASE DO NOT SUBMIT A RESPONSE TO THIS SOURCES SOUGHT SYNOPSIS Please limit your capabilities listing to no more than five (5) pages. At a minimum capability statement shall state the following: 1. Company name, address, point of contact (POC), telephone number, fax number, email address, website, and CAGE Code. 2. Company's business size and/or socioeconomic status (i.e. Small Business, SBA Certified 8A Program Participant, SBA Certified HUB Zone Firm, Small Disadvantaged Business, Service Disabled Veteran Owned Business, Woman-Owned Small Business). 3. A positive statement of your intention to bid on this contract as a prime contractor. 4. If you are a small business, are you considering submitting a proposal as a prime contractor? The information requested will be used within the Air Force to facilitate decision making and will not be disclosed outside the agency. **Responses are due NOT LATER THAN 2:00 PM MST, FRIDAY, 19 August 2016, and shall only be submitted electronically to: robert_paulo.ocampo@us.af.mil.** Primary Government Point of Contact: SSGT ROBERT PAULO OCAMPO. RESPONSE IS STRICTLY VOLUNTARY; NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN REPSONSE TO THIS NOTICE OR ANY FOLLOW-UP INFORMATION REQUESTS. THE GOVERNMENT SHALL NOT BE LIABLE FOR OR SUFFER ANY CONSEQUENTIAL DAMAGES FOR ANY IMPROPERLY IDENTIFIED INFORMATION.
