Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR) 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested. This is a Request for Quote and the solicitation number is VA101-16-Q-0198. The solicitation documents and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-51. This solicitation (see attached file) is targeting only Service Disabled Veterans Owned Small Business (SDVOSB). The Department of Veterans Affairs, Veterans Health Administration (VHA) together with the Office of Asset Enterprise Management (OAEM) has a need for contractor to provide all resources necessary to produce the deliverables described in the attached Performance Work Statement (PWS). The contractor shall be responsible for the following items: (1) Define the ideal healthcare delivery system design processes and outputs; (2) Assess the Structure and Function of the Current Healthcare Delivery System Design resources and outputs across the VHA Enterprise; (3) Develop a Prototype for a sustainable, automated Healthcare Delivery System Design process that integrates with VHA's new Health System Planning Application (under development real time) and the Department of Veterans Affairs (VA) Capital Planning Process, including VA's Strategic Capital Investment Planning (SCIP). The Prototype should account for Veteran population based demand, local public and private sector health care resources and capacity, roles and responsibilities, strategic plan, decision making authority, and deployment of system design at the VISN level; (4) Develop a Framework for assuring that the new Health System Design approach informs and feeds data into the VA Capital Planning Process, including SCIP, to include non-capital and capital solutions detailing investment and divestiture strategies; (5) Test a VA Healthcare Delivery System Design Prototype and Proof of Concept; (6) Calibrate and Integrate results of testing and produce a Healthcare Delivery System Design Operating Manual and Communication Plan; and (7) Other supporting services as necessary. Knowledge of commercial and government payer/provider healthcare experience is required for this type of study. Detailed knowledge of TRICARE, Defense Health Agency, the Military Health System, VA, VHA and private sector health systems is necessary. VA intends to acquire the services necessary to satisfy this requirement through limited competitive means - SDVOSB firm must complete 51 percent of the work.
