Description
This is a SOURCES SOUGHT NOTICE in support of the Boise Veterans Affairs Medical Center (VAMC), for market research purposes only to determine the availability of potential businesses with capabilities to provide the services described below. Potential offerors are invited to provide feedback via e-mail to York Barrett at York.Barrett@va.gov. Responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. All responses are due by August 11, 2016, at 1300 PDT. Potential contractors shall provide, at a minimum, the following information: 1) Company name, address, and point of contact, phone number, e-mail address, and DUNS. 2) Is your firm eligible for participation in one of the following small business programs? If so, please indicate the program. Anticipated North American Industry Classification System (NAICS) code is 811219 - Other Electronic and Precision Equipment Repair and Maintenance. The Capabilities Statement for this sources sought is not expected to be a Request for Quotations, Request for Proposals or Invitation for Bids, nor does it restrict the Government to an ultimate acquisition approach, but rather the Government is requesting a short statement regarding the company's ability to provide the services outlined in the draft SOW below. Any commercial brochures or currently existing marketing material may also be submitted with the capabilities statement. Submission of capabilities statement will assist our office in tailoring the requirement to be consistent with industry standards. The capabilities will be evaluated solely for the purpose of determining to Set-Aside for the Small Business (SB) Community or to conduct as an Unrestricted Procurement. Other than small businesses may respond to this notice in the event the market does not indicate SB interest. This synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government. The Government will not pay for information solicited. Respondents will not be notified of the results of the evaluation. Note: Do not include Proprietary, classified, confidential, or sensitive information in responses. Not responding to this Sources Sought does not preclude participation in any future or potential solicitation, or Request for Quotation. It is the intent of the Boise VAMC to use the information gathered for market research purposes only. DESCRIPTION OF THE REQUIREMENT: Bldg. 109 Chiller Compressor Replacement STATEMENT OF WORK STATEMENT OF WORK (SOW) as of 18/FEB/16 Contract Number: Task Order Number: IFCAP Tracking Number:531-16-2-5046-0662 Follow-on to Contract and Task Order Number: 1. Contracting Officer's Representative (COR). Name: Section: Address: Phone Number: Fax Number: E-Mail Address: 2. Contract Title. Bldg. 109 Chiller Compressor Replacement 3. Background. Circuit 2 of chiller #2 has gone bad and needs to be replaced. 4. Scope. The contractor will be responsible for removing and replacing the circuit #2 compressor on chiller #2 on building 109. It is critical that chiller #1 remain in service during replacement. Once complete, the contractor will demonstrate that the chiller will be operational to factory standards. 5. Specific Tasks. See attached sheet for specific tasks. 6. Performance Monitoring Performance monitoring will be Boise VAMC HVAC Work Leader inspections during installation and equipment performance testing. GROUNDS REPAIR/ACCIDENTAL DAMAGE: It will be the responsibility of the contractor to repair any damage to the grounds, or other VA property, that may be altered and/or damaged in the performance of this contract. 7. Security Requirements The material being disposed of or installed will never contain any patient identifiable information. Nor will the contractor, or their employees, ever have access to any patient identifiable information during the course of this contract. 8. Identification of Potential Conflicts of Interest (COI). N/A c. Identification of Non-Disclosure Requirements. N/A d. Packaging, Packing and Shipping Instructions. N/A e. Inspection and Acceptance Criteria. A final inspection will be performed by the COR and Boise VAMC supervisors and work leaders. The contractor will need to provide documentation of the specifications of all material installed (if required) as it is described in this SOW. 10. Risk Control It is imperative that at least one chiller on bldg. 109 remain fully operational during the performance of the contract. The contractor is required to replace the compressor on chiller 2 in a timely manner. If while in the performance of this contract, the operational chiller 1 becomes non-operational, the contractor will assist Boise VAMC personnel in restoring the unit to an operational status. 11.
