- This is a Notice of Proposed Contract Action under the FAR Part 12 Acquisition of Commercial Items and FAR Part 13 Simplified Acquisition Procedures. This notice is for information only; a solicitation will not be issued. THIS IS NOT A REQUEST FOR QUOTATION. No contract will be awarded on the basis of offers received in response to this notice. The associated North American Industry Classification System (NAICS) code is 334220 with a small business size standard of 1,250 employees. AFRL requires a purchase of resonant, of Four-channel HF/VHF/UHF Digital Tuner and accessories consisting of the following: QTY P/N Description 1 SI-9150/D4 POLARIS FOUR-CHANNEL HF/VHF/UHF DIGITAL TUNER 1 9150/PS POWER SUPPLY 1 9150/D4/CABLE/RF RF Cable Set 1 9150/D4/CABLE/Timing Timing Cables 2 9150/10GIGE/FIBER Fiber Optic Cable 1 MANUAL SI-9150/D2, /D4, & /D5 (PDF) POLARIS QUAD-CHANNEL AND DUAL-CHANNEL DIGITAL TUNER The Government intends to negotiate a sole source contract with: DRS Signal Solutions 700 Quince Orchard Road Gaithersburg MD 20878 The Government has determined that DRS Signal Solutions is the only company whose commercial offerings meet the required specifications as follows: • Frequency Coverage: 2 to 6200 MHz • Independent and/or phase-coherent operations using distributed LO design. • Phase Coherent Operation: o Amplitude tracking between channels: Less than ±0.3 dB per 5°C and Less than ±0.l dB per hour o Phase tracking between channels: Less than ±2.0°per 5°C of operation and Less than ±2.0°per hour of operation o Phase Noise Performance Off set Frequency (Hz) 50 to 3000 MHz(dBc/Hz) 3000 to 6200 MHz (dBc/Hz) 100 -65 -60 1,000 - 85 -85 10,000 -90 -90 100,000 -95 -95 1,000,000 -115 -115 10,000,000 -130 -130 • System Dimensions: No greater than 3 x 5 x 2.5 inches • Tuner Subsystem Weight: No greater than 3.7 lbs. • Power Consumption: No greater than 33 Watts • 3-dB Bandwidth (BW) of every RF channel: 85 MHz • Gain of the Channels: Adjustable up to 45 dB in 1 dB steps • Built in LNA to achieve low noise figure of 8 dB or less. • Able to accept external references: IRIG-Bl23, 10 MHz and 1 PPS inputs • Built-in GPS. • Each RF channel shall have 2 flexible Digital Downconverters (Flex DDC). DDC blocks shall be usable for reducing the sampling rate and output bandwidth/throughput of the channels and shall be by-passable when required. • The output sampling rate of each Flex DDC blocks shall be adjustable between 1 KSPS and 40 MSPS with 1 Sample resolution • The system shall be able to send the digital IF data to an external computer via lOGbps Ethernet connection in VITA-49 format • System Operating Temperature Range: Between -40°C and +70°C (case) • System Storage Temperature Range: Between -40 to +90°C • Vibration shall meet MIL-STD-8108, Figure 514.6E-l, category 24 This is a notice of proposed contract action and not a request for competitive proposals; however, all responsible sources may submit a capability statement or proposal, which shall be considered by the agency. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in future procurements. Responses received will be evaluated; however a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. The Government anticipates an award date on or before 31 August 2016. A Sole Source Justification will be attached to the subsequent Notice of Award.
