Description
This is a SOURCES SOUGHT NOTICE in support of the VA BOISE MEDICAL CENTER in BOISE IDAHO, for market research purposes only to determine the availability of potential businesses with capabilities to provide the services described below. Potential offerors are invited to provide feedback via e-mail to Daniel Szambelan at daniel.szambelan@VA.Gov. Responses will be used to determine the appropriate acquisition strategy for a potential future acquisition. All responses due by August 12, 2016, at 1600. Potential contractors shall provide, at a minimum, the following information: 1) Company name, address, and point of contact, phone number, e-mail address, and DUNS. 2) Is your firm eligible for participation in one of the following small business programs? If so, please indicate the program. Anticipated North American Industry Classification System (NAICS) code is 811219 - Laboratory instrument repair and maintenance services. The Capabilities Statement for this sources sought is not expected to be a Request for Quotations, Request for Proposals or Invitation for Bids, nor does it restrict the Government to an ultimate acquisition approach, but rather the Government is requesting a short statement regarding the company's ability to provide the services outlined in the draft SOW below. Any commercial brochures or currently existing marketing material may also be submitted with the capabilities statement. Submission of capabilities statement will assist our office in tailoring the requirement to be consistent with industry standards. The capabilities will be evaluated solely for the purpose of determining to Set-Aside for the Small Business (SB) Community or to conduct as an Unrestricted Procurement. Other than small businesses may respond to this notice in the event the market does not indicate SB interest. This synopsis is for information and planning purposes only and is not to be construed as a commitment by the Government. The Government will not pay for information solicited. Respondents will not be notified of the results of the evaluation. Note: Do not include Proprietary, classified, confidential, or sensitive information in responses. Not responding to this Sources Sought does not preclude participation in any future or potential solicitation, or Request for Quotation. It is the intent of the Boise VA Medical Center to use the information gathered for market research purposes only. If a formal solicitation is released, it will be posted via the Federal Business Opportunity (http://www.fbo.gov). DESCRIPTION OF THE REQUIREMENT: Maintenance and Service of the MoFlo XDP Cytometer Cell Sorter. The MoFlo XDP 2263 located in Building 117 room 211 on the Boise VAMC campus requires a prevention plus maintenance service contract. This service is to include 1 annual preventive maintenance visit on site to include a cleaning, inspecting and adjustments to factory specifications. A Beckman-Coulter MoFlo XDP factory trained and certified service engineer will perform all service repairs. Other services include the following; "Proactive service approach to maximize uptime and improve efficiencies - the company will work with our technician to identify ways to run the samples to be more efficient, coordinate sample runs and therefore save on solvents and reagents needed to use with the equipment "On-site labor, travel, and parts during normal business hours - prior to this we had to pay for the service person to come to us. We had one service call and it cost us $4000 in labor alone for the service man's plane ticket and time traveling and on site. "Priority on-site service support and technical phone support - prior to this the on-site service was not a priority status for the company "Additional key operator training available during regular service visits - prior to this we had to pay for our technician to be trained. This took him off site so he could not even work with the samples he would be working with as well as cost us over $7,000 in travel, training, and expenses. "Fixed maintenance costs - prior contracts did not include this. "Service provided by the only authorized and factory certified Beckman Coulter technicians - this was provided with previous contract "Includes engineering modifications supported by 33 genuine new parts - prior contracts did not include thi 5. Specific Tasks. MoFlo XDP 2263 System identification # 2559501 Task 1.0 The Total Prevention Plus maintenance service contract: includes 1 annual preventive maintenance visit on site to include a cleaning, inspecting and adjustments to factory specifications. Minor problems will be corrected to prevent failures that jeopardize valuable samples and lab productivity. Task 1.1 A Beckman-Coulter MoFlo XDP factory trained and certified service engineer will perform all service repairs. Task 1.2 Provide proactive service approach by working with the MoFlo technician on-site and via phone, email, etc. to maximize uptime and improve efficiencies such as the company will work with our technician to identify ways to run the samples to use as little sample as possible, be more efficient in running samples to save on solvents and reagents needed to use with the equipment and run multiple samples at one time. Task 1.3 On-site labor, travel, and parts during normal business hours - At no additional cost to the Boise VAMC Research service, a company service person, if necessary, will come on-site to address and fix the problem. Task 1.4 Priority on-site service support and technical phone support - respond to phone calls, emails or other communication from the Boise VAMC MoFlo technician within 24 hours of receiving the communication. Task 1.5 Additional key operator training available during regular service. Training will take place on the Boise VAMC Research lab site. Task 1.6 Any costs for parts and service not included in this contract will be provided at a 20% discount. Task 1.7 Includes engineering modifications supported by 33 genuine new parts. Should one of these parts go down or need to be updated, a service engineer will provide the updated part and/or technical assistance in fixing the part. Task 1.8. Provide detailed invoice of services description, labor and parts used during service calls.
