- INTRODUCTION: THIS IS A PRE-SOLICITATION NON-COMPETITIVE (NOTICE OF INTENT) SYNOPSIS TO AWARD A CONTRACT WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung, and Blood Institute (NHLBI) Office of Acquisition (OA) on behalf of the National Human Genome Research Institute (NHGRI), intends to negotiate and award a purchase order on a non-competitive sole source basis to SBH Sciences Inc., 4 Strathmore RD, Natick, Massachusetts 01760-2419 to procure the following: Procurement: Base Year: Number of samples to be processed: Specimen: Blood; Number of Samples: 125 (Biomarker: C-Reactive Protein (CRP); Interluken-6 (IL-6); Tumor Necrosis Factor-alpha (TNF-α); Oxytocin and Arginine Vasopressin (AVP). Option 1: 30 human serum samples Period of Performance: Base Year: September 2016 to September 2017 Option 1: 6-12-Months Background: The National Institutes of Health (NIH) mission is to seek fundamental knowledge about the nature and behavior of living systems and the application of that knowledge to enhance health, lengthen life, and reduce illness and disability. The study 12-HG-0022 is being conducted with the Social Network Methods Section (SNMS), Social and Behavioral Research Institute (SBRB), Division of Intramural Research (DIR), National Human Genome Research Institute. The "Caregiving Study" is designed to develop measures of caregiving processes using a social network framework; consider how cognitive, emotional, and social factors modify caregiving roles; and, identify whether and how these new measures of caregiving are related to the health of families and positive adaptation to caregiving strain. The biomarker measures assist with the relation of adaption to strain (via measurement of stress hormone output and heartrate, for example). As contractor, the laboratory SBH Sciences is supporting the research needs of the SNMS Team by providing a platform for testing (and results) that was not able to be conducted en toto by other responding laboratorians (fewer services) and for more cost. Purpose and Objectives: The Caregiving study [12-HG-0022] involves the collection of blood from participants in Substudy 2 [whose children have metabolic disorder and parents of healthy children [healthy volunteers), and also (Substudy 3) participants whose children are noted as having an "undiagnosed" condition. Consent for this testing is obtained either in the context of a biomarker consent (parents of affected children) or as part of the overall study consent process for healthy volunteer parents. The blood collection is performed by NIH-CC Phlebotomy; volumes collected in red-top tubes are processed into Serum, and blood in purple-tube tubes are processed into plasma. The Serum/Plasma need to be tested for biomarkers (e.g., cytokines). Samples will be sent with unique studyIDs; the external laboratory will not receive any about study participants. The Government will continue conducting specific cytokine testing with SBH Sciences and seek to continue the testing for biomarkers (cytokines); the contractor will send data files to the Government for analysis, and will return any unused/untested specimen aliquots. Other Important Considerations : Contractor's Requirement: • The Contractor will conduct analyses on blood (serum and/or plasma) biospecimens provided by the NHGRI Social Network Methods Section (SNMS) Caregiving (CG) study team. • Testing will be performed on serum/plasma samples for the following biomarkers: o Analyte: IFNy o Analyte: IL-1B o Analyte: IL2 o Analyte: IL4 o Analyte: IL6 o Analyte: IL8 o Analyte: IL10 o Analyte: IL12 o Analyte: TNFa o Analyte: TGF-Beta o Analyte: C-Reactive Protein (CRP) o Analyte: Oxytocin o Analyte: Arginine Vasopressin (AVP) • The Contractor will provide a turn-around time (from sample-receipt to data-return, for up to sixty [60] samples) of two weeks. o For each additional 30 samples, add one additional week of turn-aroundtime. • The Contractor will return a results of testing to SNMS in (a) data file(s) with format of:.xls,.xlsx,.csv. o (Other formats must be discussed with SNMS re acceptability prior to return.) • The Contractor will respond to inquiries regarding data files and returned results within two business days. • The Contractor will return untested specimen aliquots to SNMS (on dry ice). Required Clauses: FAR 52.224-1 Privacy Act Notification FAR 52.224-2 Privacy Act FAR 52.239-1 Privacy or Security Safeguards HHSAR Subpart 352.224-70, Privacy Act HHSAR 352.239-72 Security Requirements for Federal Information Technology Resources Privacy Act [5 U.S.C. § 552a(m)(1)]Government Contractor Provision Regulatory Authority: This acquisition is conducted under the authority of the Federal Acquisition Regulations (FAR) Subpart 13.106-1(b) Soliciting from a single source and is not expected to exceed the simplified acquisition threshold, only one responsible source and no other supplies or services will satisfy agency requirements. This requirement is under the SAT of $150,000.00. Statutory Authority: This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures, Contracts awarded using FAR Part 13-Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6-Competition Requirements. Additional Information: The Industry Classification (NAICS) Code is 541711 Research and Development in Biotechnology and the small business size standard is 1000. The acquisition is being conducted under FAR Part 13, simplified acquisition procedures, therefore the requirements of FAR Part 6 B Competitive Requirements are not applicable (FAR Part 6.001). The resultant Contract will include all applicable provisions and clauses in effect through the Federal Acquisition Circular (FAC) 2005-89 (July 14, 2016). This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: unit price, list price, shipping and handling costs, the delivery period after contract award, the prompt payment discount terms, the F.O.B. Point (Destination or Origin), the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.
