Description
This notice announces the intent by the U.S. Army Medical Research Acquisition Activity (USAMRAA) in support of U.S. Army Medical Materiel Agency (USAMMA) to negotiate solely (as prescribed in FAR 6.302-1(a)) with Image Capture Review Company (iCRco), Inc., 26 Coromar Dr., Goleta, CA, 93117-3024. The Government intends to purchase the non-commercial software, QPC XScan 32 Military version (without USB key), pre-loaded onto laptop computers on a sole source basis from the Original Equipment Manufacturer (OEM) required for Computed Radiography (CR) readers. The manufacturer part number for the XScan software is 500-0112-28 which will come pre-loaded from iCRco, Inc. on a quantity of 66 Dell Latitude 7404 XFR CTO DVD/CD Drive. The North American Industry Classification System (NAICS) for this requirement is 511210 and the size standard is $38.5 Million. This is a customized purchase for laptops installed with QPC XScan software. These laptops will be utilized as part of the CR readers by triage medical units as portable standalone medical equipment in the field. These computers, which are part of the larger system of the Computed Radiography reader, cannot operate off of the Windows 7 OS image commonly found on Dell E7404 Latitude laptops. To integrate with existing medical operating systems, the laptops need to be loaded with proprietary software only available from iCRco, Inc. As part of an integrated medical equipment system in the field, the laptops require iCRco dongle-less version of DoD XScan, 64 bit installation, drivers, and configuration of DoD XScan software (QPC XScan 32 v. 2.10, Build 853, DoD Release) to operate independently for image capture, review, and transmission. This is not a standard commercial IT purchase but is classified as medical equipment by the U.S. Army Medical Materiel Agency since the laptops are an integrated part of the triage mobile unit's image, capture, and review process and serve as an integrated part of the medical system network and the medical equipment it supports. The laptop computers with the pre-loaded proprietary software are purchased from iCRco, Inc. Together, the laptop and software will be used as part of the Vertx Computed Radiograph scanner with single plate image capture and therefore serve as replacements to the existing IT hardware and software that is not properly functioning or otherwise need replaced. Medical equipment repair parts are available only from the manufacturer of the equipment or from a firm that has been licensed by the manufacturer to produce authorized parts. This conclusion is based on Army Regulations and market research. Army Regulation (AR) 40-61, Medical Logistics Policies, prohibits modifications or alterations of Army medical equipment without the manufacturer's consent. Section 6-17 provides that even "minor alterations without the manufacturer's consent may negate any further manufacturer product liability." AR 40-61 lists four circumstances under which Army medical maintenance personnel may modify medical equipment: modification work order, quality assurance alteration, minor alteration, and component modernization. All require manufacturer involvement or consent. This announcement fulfills the synopsis requirements under FAR 5.102(a)(6) and 5.203(a). This Special Notice of Intent is not a request for competitive quotes. Information received in response to this notice will be considered solely for the purpose of determining whether a competitive procurement is in the best interest of the Government. If no written responses are received by the date listed below, which reflects fifteen (15) days after the publication of this notice, the government intends to issue an award directly to iCRco, Inc.
