- USS San Francisco (SSN-711) will undergo conversion from an active submarine to a Moored Training Ship (MTS). The Conversion Work Package (CWP) specifies the performance of URO MRC-003, hull structural survey, during the combined Engineered Overhaul (EOH) and Conversion (Conv) of SSN-711 to MTS-711. The contractor shall be experienced and trained in URO MRC-003 inspections and repairs. Contracted personnel shall have adequate training and documentation to work in controlled or sensitive areas, including radiologically controlled areas. The contractor shall provide all tooling, personnel, equipment and material necessary to accomplish URO MRC-003 in the areas specified below without the shipyard performing any work beyond coordination, oversight, or acceptance. The contractor shall have a detailed plan, schedule and coordinate accomplishment of work with the shipyard. This effort requires accomplishment of all aspects of URO MRC-003 including preparation, planning, inspection, tracking, reporting, adjudication, repair or replacement of deficiencies found, development and submittal of draft and final reports, and certification that all work related to URO MRC-003 is completed satisfactorily. In addition, the contractor shall plan, inspect, track, adjudicate, repair or replace and report to the shipyard non-MRC deficiencies found in conjunction with URO MRC-003 items. Due to the conversion of the submarine, additional areas will require an Unscheduled Visual Inspection (UVI) in accordance with (IAW) SMS 7650-081-091 to ensure that previously wetted surfaces are adequate for continued service. Pre-arrival paint inspection, blasting, painting and reporting of paint condition and repairs will occur separate from this effort and, for the purposes of this requirement, are not included in the performance and execution of URO MRC-003. Note 1: SSN-711 will no longer maintain SUBSAFE certification once it is in drydock; therefore, no SUBSAFE work is required. Note 2: Although the CWP specifies URO MRC-003, the intent of MRC-003 for MTS 711 is not for unrestricted submerged operations. The S6G MTS MRC-003 is still under development; URO MRC-003 in conjunction with the MTS GOS and additional NAVSEA correspondence specific to the MTS conversions which provides some relaxed criteria will be used for inspection, evaluation and repair. Note 3: URO MRC-003 inspections are not required for any structure between frames 40-1/2 and 60-1/2, the fairwater, or new structure added by the conversion. Note 4: Approximate Period of Performance (POP) will be July 2017 thru February 2019. Specific dates have not been established at this time. Note 5: The attached listing of CWP Inspection Line items is not all inclusive at this time. Final listing of all inspection items will be provided in the Statement of Work submitted for bid proposals.
