- THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE ORDER AND NOT A REQUEST FOR QUOTATIONS. The National Institute of Environmental Health Sciences (NIEHS), Research Triangle Park, NC intends to negotiate on a sole source basis and issue an order with Vanderbilt University Medical Center, Nashville TN 37232 under the authority of Federal Acquisition Regulation (FAR) 13.106-1(b). This request is for study support for The Infant Development and the Environment Study (TIDES). The purpose of this action is to procure services from the Eicosanoid Core Laboratory at Vanderbilt University for the analysis of three oxidative stress biomarkers. The Eicosanoid Core Laboratory at Vanderbilt University has developed unique methods that are specific for the measurements needed by NIEHS and has optimized the methods for measuring in a high throughput manner. The North American Industry Classification System (NAICS) Code is 541380 with a business size standard of $15 million. NO SOLICITATION OR REQUEST FOR QUOTE (RFQ) IS AVAILABLE. This procurement is to be processed using FAR Part 13-Simplified Acquisition Procedures in conjunction with FAR Part 12-Commercial Item Acquisition of Commercial Items. It has been determined that Vanderbilt University Medical Center is the only known responsible source capable of providing the required services and no other services will satisfy the agency' s requirements. This notice of intent is not a solicitation or a request for quotes. Notwithstanding, any firm that believes it is capable of meeting NIEHS' requirement, as stated herein, may submit a statement of capabilities, which, if received by the response date of this announcement, may be considered. The statement of capabilities must contain sufficient detail to allow the Government to determine if the party can provide the requirement. Responses to this posting must be in writing and shall be emailed to Wanda Holliday at hollida1@niehs.nih.gov. Responses are due by are due by 4:30PM ET on August 16, 2016. TELEPHONE INQUIRIES AND FAXED DOCUMENTS WILL NOT BE ACCEPTED. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
